Strict instructions on how restaurants and beach bars will operate this summer are contained in the new joint ministerial decision of the Ministers of Finance and Environment.
The decision attempts to bring some order to the image of chaos and indecency that prevails on many beaches, especially in tourist areas, from beach bars that play music at night to the point where residents can’t sleep at night.
In the new KYA it is defined, among other things, that if a business continues to operate following sunset, it must have low and limited lighting to the extent absolutely necessary, for reasons of safety and guidance, to the extent that the relationship with nature is not altered.
Luminaires are installed that provide diffused lighting and are configured in such a way as to prevent the formation of a light beam that might disorient animals, disturb visitors and residents, as well as watercraft.
If the company installs sound systems, it must set them at a low volume in the allocated space. When the granted area borders residential areas, the noise level produced by music or related uses of the main business must not exceed 50 decibels at any point of the granted surface, i.e. at the levels at which the sound can be heard in a cafeteria and the attendees can talk comfortably to each other.
In all other cases, the noise level produced by music or related uses of the main business must not exceed 80 decibels, i.e. the music should be played loud enough, but without being disturbing for those present, when in clubs the volume reaches up to 100 decibels.
Also, businesses that exploit beaches must limit the development of umbrellas, deckchairs, table seats and marine recreational equipment and other mobile elements to a percentage of the area of the granted area that does not exceed 60% or 30%, if it is a protected beach and beach, in order to ensure the passage of the public perpendicularly and parallel to the sea and the existence of a free zone from the coastline of at least four meters wide.
The new rules delimit the operation of focusing on the beaches, according to the Ministries of Finance and Environment, and ensure citizens’ access to the sea, establishing conditions of transparency in the concession of the coast and the beach, while protecting the environment.
However, the new regulatory framework has caused reactions. The president of the Association of Restaurant and Recreation Managers of Achaia, Tasos Giatras, characteristically stated that the latest press release of the Ministry of Finance, which announces the final joint ministerial decisions, signals a new licensing process, but also control in what concerns the simple granting of common areas seaside.
“It is a targeted policy of the Ministry of Finance that shrinks business activity, punishes focus, closes many shops operating on the seafront and threatens with unimaginable fines and penalties those who manage to issue licenses.
Unfortunately, all of us, both as citizens and as owners, this summer we will be faced with a new reality that will set us back decades,” says Mr. Giatras.
The president of SKEANA also added that it is normal for anyone to want to be near the sea. However, he considers it absurd that the limit of 4 meters remains (2 meters of free space on either side of each deckchair) and in fact, that this should be a reason for not licensing shops, as will be done in Vrachneika, Psathopyrgos or Arachovitika, where there will be several to huge problems .
