Regulations and Restrictions on Student Caravans in Greater Caracas Municipalities to Ensure Safety and Public Order

In municipalities of Greater Caracas, they restrict the carrying out of student caravans, with the aim of protecting the lives of young people who expose their physical integrity by climbing on roofs, suitcases, windows and car cabins when they celebrate the end of the school year .

The mayors of Libertador, El Hatillo and Chacao have issued regulations and communications in recent days to prohibit or regulate this type of activities related to the end of classes.

With these instruments it is also expected to avoid the chaos in the city caused by the caravans on the different roads due to the large number of vehicles that make it up and the loud music that accompanies them.

The Directorate of Transportation and the Council for the Rights of Boys, Girls and Adolescents of the El Hatillo municipality, Miranda state, published a statement stating that none of its directorates and affiliated entities may issue permits for the realization of school caravans.

The text disseminated on the agency’s social networks, regarding the end of the 2022-2023 school year, specifies that “the circulation of vehicles with people sitting in the windows, as well as on the roof, is prohibited.”

Likewise, you cannot throw materials or objects out of cars, obstruct traffic, use fireworks or similar objects, as well as consume alcoholic beverages and other substances that generate dependency on children and adolescents.

To reinforce citizen coexistence in the jurisdiction, the statement suggests that high schools and associations of parents and representatives take the necessary measures to avoid disturbance of public order, noise pollution in public spaces, inadequate participation of children in activities that compromise their right to life and damage to municipal and private property.

The Municipal Council of the Libertador municipality recently promulgated the Ordinance for Citizen Coexistence, Citizenship and Communal Peace Justice, published in Municipal Gazette No. 4940-23 on May 25, 2023, where vehicular caravans are prohibited in its article 37 .

The legal framework also refers to the fact that celebrations for the completion of the school year or future graduation that put the physical integrity of its participants at risk, as well as that of third parties, that disturb public order or affect the normal development of the customary activities of the inhabitants or passers-by in the municipality.

Regarding the sanctions, a fine equivalent to the payment in bolivars of one hundred times the official exchange rate of the highest value currency set by the Central Bank of Venezuela or the performance of two of the community works established in the ordinance will be imposed. , review article 38.

The Municipal Council for the Rights of Boys, Girls and Adolescents of the Chacao municipality, Miranda state, issued a statement on social networks on May 22 where it establishes a series of recommendations and measures for the celebration of the school year.
In the first point, the circulation of vehicles with people sitting on the windows, roofs and in unsafe conditions, established in the traffic laws, refers to the text.

They emphasize that no body of the Comprehensive Protection System for Boys, Girls and Adolescents has the power to authorize caravans.

Meanwhile, they state that, according to national legislation, the consumption of alcohol and other substances that generate dependency in children and adolescents is prohibited and will be punished.

As for the sanctions, these will depend on the norm and the infraction committed. The sanction may affect the driver, parents and representatives, according to the situation of threat or violation of rights that may arise.

In the Sucre municipality, it has been instructed that these festivities must be carried out with the supervision of security agencies to guarantee the integrity of young people and avoid the consumption of alcoholic beverages.

If the authorities detect an event that takes place without a prior agreement, they will intervene immediately to ensure compliance with the established regulations for the protection of minors.

A young woman died in Guárico

The caravans have gained strength in recent years in the country as one of the ways to celebrate the end of the school year, however, the safety of the kids has been compromised in many cases.

In August 2022, in the Esteros de Camaguán municipality, Guárico state, a 17-year-old girl died following falling from a moving vehicle in full celebration.

She was in a truck when they suffered the accident that caused her death and left another person injured.

Another case occurred in Bolívar state, when a group of young people who were part of a caravan fell to the pavement following the rear hatch of the truck opened. They were injured.
