The new system put in place by the town hall of Paris to fight once morest too high rents is meeting its public. City Hall has received 937 reports of rent gouging from tenants via its online platform aimed at tracking illegal rent overruns, says the Figaro Ian Brossat. «Che number does not surprise us: 1/3 of the rents do not respect the framework provided for by law“, explains the deputy of the town hall in charge of Housing.
In detail, the peak was reached in March with 187 reports and the average overrun is 200 euros per month, according to the housing assistant. The town hall sent its first fines to the 24 owners concerned, 17 physical owners, including 5 who must pay the maximum fine of 5,000 euros, and 7 companies, including property owners of buildings. Among the reports received, we find mainly small areas: studios represent more than half of abusive rents, two-room apartments a third, three-room apartments almost 11% and four-room apartments and more than 5%.
Surprisingly, the accommodation concerned is mainly managed by real estate agencies (55.5%). It is in the popular districts of the capital that the most reports have been identified by the town hall. “The highest level of reports was reached in the 11th and 18th arrondissements: just over a hundred in each case. These are districts where the private rental stock is significant. The 13th, 19th and 20th where the rate of social housing is higher, are less concerned. Moreover, these are arrondissements where there are many small areas», analyse Ian Brossat.
Amend maximum of 5000 euros
The Parisian municipality is the first to be able to control the supervision of rents. Previously, the responsibility fell to the prefects. The principle of the platform is simple: in the case of a signed lease only, if you feel that you are paying too much rent, you must go to the town hall’s website and check if this is indeed the case. The town hall then controls the owner who has 4 months to get into the nails. “This is the last summons, the City of Paris is coming to the end of its steps. The owners received a first warning then had 2 months to regularize the situation and this is the last letter that we send. The owners still have 2 months to regularize the situation otherwise at the end of these 4 months the fine falls», Details Ian Brossat.
The fine can reach a maximum of 5,000 euros per dwelling for an individual and 15,000 euros for a company. “The fine is proportional to the overpayment. Sometimes the overpayment is more than 5000 euros then the fine is 5000 euros», justifies Ian Brossat.
