Registration in the National Register of Communications is mandatory for everyone – Step-by-step process

The provision addresses the issue of data inaccuracy and its dispersion across multiple bases, which increases the risk of data protection breaches and makes it difficult to comply with the requirements of the General Data Protection Regulation (GDPR). At the same time, with the same law, the possibility of legal digital service of public documents was established in order to ensure citizens’ direct access to documents and to strengthen the security of services through their accurate time-stamping.

Facilitation

The National Communication Register, in which 4.6 million citizens have been registered to date, was designed to facilitate the provision of digital public services to citizens through gov.gr. The main objectives of the EMEP are twofold:

The first concerns the creation of a central, unique point of registration of the contact details of natural persons, so that:

– on the one hand, the citizen, whenever there is a change in his contact information, to inform a point without having to visit different physical or digital points to declare the change,

– on the other hand, that the public bodies can obtain the updated contact information in order to communicate promptly and seamlessly with natural persons.

The second objective concerns strengthening the security of digital transactions with public services provided through gov.gr. In this way, strong identification is activated, which is achieved by sending a one-time code to the confirmed mobile registered for the citizen in the EMEp.

The transactions

The certified, i.e., mobile phone is used to achieve gov.gr as a safe and trusted digital environment, through which the citizen can confidently and safely process sensitive electronic transactions such as myphoto, egov – KYC (Know your Customer ), the Gov.gr Wallet, i.e. transactions that may reveal personal and/or sensitive information to the user, but also transactions that create a commitment or obligation, such as the issuance of an electronic responsible declaration and electronic authorization.

Notifications

It is noted that with the registration of its details in the National Register of Communications, public bodies will now be able to communicate administrative acts electronically, where it will be provided as a default. Otherwise, the citizen should choose not to be served with electronic documents. Especially for all those who are already registered in EMEp, the possibility is provided to reject the electronic notification of documents until 31.12.2024.

Registering in the Registry is also necessary for citizens to enter the Gov.gr Wallet, as strong authentication of the user is required, with the introduction of credential codes and a single-use code. Authentication in the wallet can be done either by using the TAXISnet codes or by using the electronic banking (e-banking) codes. In the case of using TAXISnet codes, the one-time code (OTP) is sent by text message (SMS) to the mobile phone number that the natural person has registered with the EMEp.

As the mobile phone number registered in the EMEp is of great importance, its registration is not limited to a simple declaration, but requires confirmation by a third party. For this reason, different confirmation channels (banks, mobile service providers, KEP) were activated to facilitate the citizens as much as possible.

How to register

Registration in EMEP is done quickly and easily, exclusively through the official website of the Registry, emep.gov.gr. The user should have access to TAXISnet codes, as identification is done through them for security reasons.

During registration, the citizen is asked to declare the following mandatory information:

– Mobile phone number

– E-mail address or postal address of residence or contact

In addition, he can declare any other information he wishes to register, depending on the type of communication he wishes to receive.
