Regional Taxes on Registration Certificates in France: Normandy, Ile-de-France, Centre-Val-de-Loire

This is a measure taken by more and more regions to maintain their revenues despite the overall decrease in registrations. Normandy, Ile-de-France and Centre-Val-de-Loire will increase the amount of their regional tax on registration certificates. Regional councils actually have the power to set the price of the tax horse as they see fit, without exceeding €60.

It is in Normandy that this increase will be the strongest: on October 19 during its plenary assembly, the region chaired by Hervé Morin decided to increase the price of the tax horse from €35 to €46 from January 1, 2024. This represents an increase of 31%, justified at the time by “the difficult budgetary equation” faced by the community. In this region as in all the others, this tax represents the third largest tax revenue in terms of revenue. However, these have been in constant decline for several years, going from 108 million euros in 2019 to a forecast of 82 million euros in 2023.

€55 per horse tax in Brittany

Ile-de-France made the same decision during its 2024 budgetary orientation debate, on Monday November 20. And for essentially the same reasons. “Despite significant savings which will still be made this year, the Ile-de-France Region needs to compensate for its losses with additional revenue to finance its obligatory expenditure”explains the community in a statement. The tax on registration certificates will thus be increased to €54.95 per taxable horse from 2024. This represents an increase of 19%, since its amount was previously €46.15.

With this increase, the registration document in Ile-de-France reaches almost the same price as in Brittany where it is the most expensive in France. In May 2023, the tax increased from €51 to €55 per tax horse. In addition to this increase, the elimination of the 50% exemption granted since 1999 to hybrid cars was voted on. A measure also adopted by most French regions, where these vehicles were sometimes completely exempt from this tax. In Ile-de-France since August 1, but also in Occitanie since March 1, in New Aquitaine and in the Pays de la Loire since January 1, 2023, they are in the same boat as thermal ones.

Exempt electric vehicles

And this will continue: Normandy, but also the Centre-Val-de-Loire region will put an end to these exemptions for hybrid vehicles as well as those running on LPG or E85 superethanol separately. In the latter, an increase in the tax on registration certificates was also voted on October 19. More moderate, it will be 10.4%. But will still bring the price of the tax horse to €55, the same amount as in Brittany.

So to pay less for car registration, it is better to reside in Corsica. On the Isle of Beauty, the unit price of the tax horse is €27. This is the cheapest amount just ahead of Hauts-de-France where, even despite the 4.5% increase applied in January 2023, it is only €34.5. But the best way to avoid paying too much for your registration… is to opt for an electric or hydrogen car. These two types of vehicles are completely exempt from the tax. And this throughout France.
