Rabat – During the current mandate of the Executive, six regional development program contracts were signed, for an overall budget of 29.13 billion dirhams (MMDH), relating to the realization of 237 projects, indicated, Tuesday in Rabat, the Minister of the Interior, Abdelouafi Laftit.
In response to a central question during the oral question session in the House of Councilors on “the implementation of advanced regionalization”, Mr. Laftit clarified that these contracts concern the regions of Fez-Meknes, Dakhla-Oued Eddahab , Beni Mellal-Khénifra, Guelmim-Oued Noun, Souss-Massa and Tangier-Tétouan Al-Hoceima, indicating that the program contract to bind the State to the Oriental region, at an estimated overall cost of 5,861 MMDH and relating to the realization of 49 projects, is in the final phase of signature.
The contract between the State and the regions is the ideal mechanism for the realization of economic and social development programs and an essential gateway for the implementation of advanced regionalization, he underlined, adding that the Ministry of the Interior took the initiative to draw up a model contract between the State and the regions using a participatory approach aimed at determining the financial commitments of the parties, the value of the funds required and the timetable for carrying out the programs covered by the contracts, with the establishment of mechanisms for monitoring and evaluating contractual commitments.
And in accordance with the advanced regionalization project and the provisions of the New Development Model, added Mr. Laftit, draft law n°83.21 relating to the creation of regional multi-service companies was drafted, noting that at the same time, the ministry took all the support measures in the technical, financial, social, economic and organizational fields for the implementation of this model.
He indicated in this regard that several regions of the Kingdom have seen the completion of many structuring projects which aim to strengthen their economic dynamics, their competition and their attractiveness in terms of investment, as well as to create new job offers in through public investments that have enabled the region to enter a new stage of socio-economic development.
The Minister of the Interior also assured that the regional development programs whose development is ensured by the regions, will contribute to the strengthening of sectoral planning at the regional level, basic infrastructure and socio-economic development, in addition to the creation of many investment opportunities in various fields, including tourism, agriculture, renewable energies and manufacturing and food industries.
He added that with the framework law forming the Investment Charter, a new system has been adopted with a view to strengthening the attractiveness of investment within the territorial domain of the regions and reducing the disparities between them, and this , by granting them an endowment benefiting the investment projects carried out under their territorial jurisdiction.
The Ministry of the Interior supports the regions to provide them with competent human resources and strengthen them continuously, noted Mr. Laftit, stressing that the said regions have significant financial capacities allowing them to strengthen investment, its attractiveness and its regional distribution.
