Drug shortage: regaining industrial sovereignty?

Macron on all fronts to fight once morest deindustrialization… or to swallow the pension pill, it all depends on the commentators. Passing through Ardèche, the President announces the relocation of the production of 50 drugs1 while Olivier Véran, Minister of Health, reveals a list of 450 “treasures” to be absolutely defended. Shortages were particularly marked in 2022, with 3,500 molecules out of stock or at risk of being out of stock. Consumer medicines have been affected, such as paracetamol or amoxicillinan antibiotic widely prescribed to children, or the abortion pillwhich led to a threat to the right to abortion in France in April2. But what happens to these “treasures”? A senatorial commission of inquiry, which questions political leaders and health professionals every week, must make detailed conclusions in early July. However, it already appears that these shortages are linked to excess demand. This winter, several waves of particularly virulent winter epidemics played an important role while the production of drugs is largely delocalized, to countries like China and India. The recent tensions in the field of medicines would be very largely linked to an increase in demand at the global level and a possible competition between States, depending on the purchase price.

On the industrial side, when we talk regarding relocation, the issue of competitiveness is often quite close. In this area, France would not be a good student. After the President’s announcements, the Senate Commission of Inquiry underlined the persistence of job cuts at manufacturers such as Sanofi3. But on the industrial side, and in particular the Leem, the union of the pharmaceutical industry, we need an increase in the price of drugs. Some, like Zolgensma, which treats a rare childhood disease, and costs two million euros per injection, already have an exorbitant cost4. Substances that have experienced shortages recently were very widely pediatric forms. We bet that this circumstance will make the debate all the more heated. However, they suffer from widespread discredit, ranging from the delisting of homeopathy to regular publications which delegitimize them.
