Reforming Taxes on Furnished Accommodation: Impact on Airbnb Rentals and Real Estate Market in France

Currently, the real estate market is experiencing a dazzling slowdown in France. Rental demand is exploding and supply continues to decline. Faced with this situation, the government intends to reform taxes on furnished accommodation.

A less advantageous allowance for Airbnb rentals

In view of the deterioration of the real estate market, the Minister of the Economy and Finance, Bruno Le Maire, mentioned, in the summer, his intention to put an end to the tax advantages which benefit seasonal rentals. His proposal was to reduce the allowance from 71% to just 50, so that Airbnbs “ return to the market ». “Today, around 100,000 rented homes in France benefit from a 71% tax reduction. It is enormous ! This is an incentive not to rent out your home, since you can earn as much money in three months as in a year! » he argued.

A proposal which provoked a reaction from the Minister of Housing, who shares the same opinion and intends to undertake a much more radical measure. “I therefore propose to no longer favor them (accommodations offered for rental on platforms such as Airbnb) and to align the taxation of furnished tourist accommodation, traditional furnished accommodation and empty rentals, with the same reduction of 40%”, he proposed on October 7 to Monde. This last proposal was finally voted on by the deputies on October 12, who decided, by mutual agreement, to put in place an amendment which will put seasonal and traditional furnished rentals at the same level. This has a 40% reduction for both.

Furnished rental: capital gains taxation deemed too advantageous

During the Finance Committee, the deputies also proposed two new texts, aimed at implementing a reform of the calculation of the taxation of real estate capital gains for furnished rental companies. The current method of calculation being considered as “ too advantageous », particularly for homes intended for “tourist use”. Many MPs consider the tax regime granted to landlords of furnished rentals to be the source of the deterioration of the real estate market.

“France is currently facing a real housing crisis. This phenomenon with multiple factors is amplified by the particularly advantageous tax regime for furnished rentals. declared Renaissance MP Jean-René Cazeneuve, who participated in the amendment. One of the texts adopted by the deputies concerns lessors of accommodation intended for seasonal rental, such as Airbnb, while the second targets all owners of real estate who benefit from the status of non-professional furnished rental company. However, the application of this capital gains reform remains uncertain. It will be confirmed once the final vote has been taken.
