The main sticking point since the beginning has been the reform of the taxation of non-profit organizations’ assets. Until now, they pay a single rate of 0.17% on the “mass of their property”, which includes real estate, equipment, bank accounts, etc. In short, everything a non-profit organization has. The idea was to establish more progressive taxation with an exemption of up to 50,000 euros (instead of 25,000 currently) but also rates up to three times higher for assets of more than 500,000 euros. A measure which would have directly concerned hospitals, adapted work establishments, mutual societies or even the organizing authorities of free education. The federal government then expected additional tax revenues of at least 82 million euros.

The text presented this Thursday to the Chamber retains the idea of ​​progressive taxation but ultimately exempts a whole series of sectors including health institutions, education, culture, sport, animal shelters and health centers. private archives. With the vote on this law, the government should also save the reduction in withholding tax on state bonds planned by the Minister of Finance Vincent Van Peteghem and the programming of some two hundred million euros in additional miscellaneous revenue.
