“Reforming Legal Education in Russia: Minister Falkov’s Proposal for Basic and Specialized Higher Education”

Minister of Science and Higher Education of Russia Valery Falkov believes that it is possible to reform legal education in the country. According to the official, the bachelor’s degree can be excluded from it, and the master’s degree can be used only to obtain narrowly focused knowledge.

“We believe that there should be a concept of basic, or basic, higher education, including legal education. This basic, or basic, higher education should be sufficient to make a career in life, even if you do not need to further deepen your knowledge,” Mr. Falkov explained during his speech at the St. “Interfax”).

He believes that the legal community can rank the terms for obtaining specialized education. Qualification requirements for positions will also be adjusted, the minister added.

In particular, the possibility of allocating basic higher education, bachelor’s/specialist (duration of study – four to six years) and specialized: master’s degree, residency, assistantship-internship (one to two years), is being considered. It is clarified that postgraduate studies (adjuncture) will be allocated to a separate level. At the same time, as Mr. Falkov clarified, the draft reform of legal education is still being discussed, its final version has not yet been developed – the issue still requires a lot of study and discussion with the professional community.

On April 19, Valery Falkov presented a new system of domestic higher education to Russian rectors. According to him, students and universities will receive flexible terms of study and competition of programs, and higher education will be able to “get away from the opposition of bachelor’s and specialist’s degrees.” The minister came up with this initiative once morest the background of Russia’s rejection of the Bologna system of higher education (it provided for two levels of education – a four-year bachelor’s degree and a two-year master’s degree).

The new model provides for three levels: basic, specialized and postgraduate. According to Mr. Falkov’s proposal, basic – basic – education will correspond to the current bachelor’s and specialist’s degrees. Students will have to study for four to six years, terms to be set by universities, employers and regulators. The specialized level provides for both structural and substantive changes in educational programs. Here the training will last one to two years. The third stage of education – postgraduate studies – will be available to those who have completed the basic stage with a period of study of at least five years or have received a specialized higher education.
