The Walloon Parliament meeting in plenary session adopted, Thursday evening, the decree reforming the Walloon Heritage Code. The text was approved by the majority; the opposition preferring to abstain.
The old Code dated from 2019. As soon as it was implemented, many actors in the field reported that it did not meet users’ expectations and generated significant administrative burden both for the administration and for users, recalled during the debates the Walloon minister in charge of the file, Valérie De Bue.
The regional authorities have therefore worked on a new text, responding as best as possible to users’ expectations, establishing an efficient heritage evaluation mechanism, reinforcing the adequacy between management and conservation tools, and creating “a fair balance between rights and obligations of users”, according to the minister.
The text approved this Thursday includes various new features, including the empowerment of heritage with regard to regional planning; the establishment of a heritage operational plan and an archaeological opinion prior to major projects or even the establishment of a system of offenses and sanctions specific to heritage. Thanks to this revision, the Walloon Heritage Code becomes accessible to a wide public, consolidates procedures and generates less complex administrative processes, Minister De Bue further underlined. The new Code will come into force during the first half of 2024.
