Red Bull Violates Parc Fermé Regulations: Pit Lane Start for Sergio Perez at Qatar GP – F1 Qatar GP Special Feature

Due to a violation of parc fermé regulations, Sergio Perez (Red Bull) will start the 18th F1 round, Qatar GP, on October 8, 2023 from the pit lane. Carlos Sainz (Ferrari) will also miss the race due to fuel system problems.

Perez was involved in a multiple crash with Esteban Ocon (Alpine) during the previous day’s sprint, sustaining significant damage mainly to his left side pod.

After the sprint checker, Red Bull confirmed the damage to car No. 11, RB19, and found that the damage to the chassis was beyond repair.

To replace the damaged chassis number “01”, the mechanics assembled “02” in preparation for the final race. FIA Technical Delegate Joe Bauer reported that the 02 was in breach of the third car ban.

Sporting regulations stipulate that each team can only own two cars during race week. Although it is permitted to attach some parts to the survival cell, such as a side impact structure, in preparation for unexpected situations, anything assembled beyond this limit is considered a third car, and regulations apply. It is a violation.

Despite Bauer’s report, the stewards determined that there was no violation of the third car rule. He pointed out that it was only following the 01 was dismantled and sealed that the 02 was assembled to a level that would be considered a third car. He therefore concluded that there were never more than two cars in the Red Bull team.

However, Red Bull violated parc fermé regulations because it installed the fifth ICE (internal combustion engine), turbo, MGU-H, MGU-K, and fourth CE (control electronics) this season in the 02. As a result, a pit lane start was ordered.
