Rector Juan Carlos Delpino questioned the lack of transparency in the results of the presidential elections announced by the CNE

Juan Carlos Delpino, head of the National Electoral Council (CNE), published a statement on Monday, August 26, in which he questioned the lack of transparency of the results issued by the electoral body in the early hours of July 29.

The official explained the reasons why he cannot ensure that the results announced in the CNE bulletins correspond to the decision of the Venezuelans who They voted during the day of July 28.

“On July 29, I declined the invitation of the president of the CNE to attend the proclamation ceremony, maintaining my position against the lack of transparency in the process. This decision is based on my commitment to electoral integrity and my responsibility to ensure that the results reflect the true will of the Venezuelan people,” explained Delpino. in the statement published in X.

Delpino is one of the CNE’s principal directors, but the official was not present at the electoral body’s recent official announcements regarding the July 28 presidential elections.

On August 13, he confirmed through his social media that he was safe and ready to share his testimony about the presidential elections.

The irregularities

The official Juan Carlos Delpino commented that during the electoral day of July 28, few incidents were reported until 5:00 pm. He assured that after that time there were several irregularities and violations of electoral norms.

Among the breaches of the rules, he highlighted the eviction of the opposition electoral witnesses during the closing of the polling stations. He also pointed out that during the period of transmission of the results there was an interruption of the process that “was justified by an alleged hacking, with silence and an unexplained delay.”

“It was only at 9:00 pm that I was informed of the alleged hacking, which was said to have seriously affected the transmission of results, reducing the effective transmission to 58%. This event supposedly prevented the issuance of the first bulletin at the right time, keeping the country in an unjustified wait,” he said.

Delpino said that, given the series of irregularities, he decided not to go to the tally room or to the announcement of the first electoral bulletin. He added that for this reason he lacks evidence to support the results announced by the CNE.

In the statement, the rector pointed out that several international experts have agreed that the events in which the votes were totaled “do not comply with national and international standards of transparency and legality.”

Delpino said he disagreed with the lack of publication of the results table by table within 48 hours after the election day and with the suspension of citizen verification audits.

He also referred to the process undertaken by the Electoral Chamber of the Supreme Court of Justice (TSJ) in response to the appeal filed by Nicolás Maduro.

On the days leading up to the presidential elections

The rector explained that he was able to see irregularities in the processes prior to the elections. He assured that in each of these situations he expressed his disagreement to the rest of the CNE board.

“On March 15, a meeting of the board of directors was held to determine which political organizations would be authorized to participate in the elections. Despite my objection, parties with a higher percentage of votes in previous elections were excluded, thus affecting their right to resources and their participation. This decision was made by a vote of 4 to 1, with my vote dissenting,” said Juan Carlos Delpino.

He added that since that date there has been a “worrying lack of board meetings” and that decisions were made unilaterally afterwards. Delpino said that he expressed his concern to the body and claimed that “the CNE is a collegiate body that requires the participation of all its members, and a transparent and collective decision-making process must be guaranteed.”

He denounced that during the updating of the electoral register, conditions and restrictions were imposed on Venezuelans inside and outside the country both to register and to modify their data.

Among the previous irregularities, he mentioned the “intermittencies” and the “lack of fairness” in the process of nominating candidates, as well as the exclusion of international observers such as the European Union Election Observation Mission and the problems in accrediting witnesses from political parties.

Delpino focused mainly on the conditions of political and citizen participation and the totalization of the results. He also pointed out that he has no evidence to prove that Nicolás Maduro won the presidential elections.

The interview mentions that after the rector decided not to participate in the CNE bulletins, Diosdado Cabello accused Delpino of being part of a “small group of terrorists” who affected the electoral body’s computer system.

Delpino also took advantage of the conversation to apologize to Venezuelans for failing to ensure that the presidential elections were held in a transparent manner.
