Recent Increase in Gasoline Prices in Russia: Analysis, Data, and Government Response

The cost of gasoline over the past week, from September 19 to 25, increased in 70 regions of Russia by an average of 27 kopecks. This is evidenced by Rosstat data.

“An increase in gasoline prices was recorded in 70 regions of Russia. The price of automobile fuel increased the most in the Magadan region – by 4%,” says the digest “On the volume of production of petroleum products… and consumer prices for them,” published on the department’s website. On average, the price of AI-92 increased by 21 kopecks, AI-95 by 23 kopecks, and AI-98 by 56 kopecks.

Gasoline prices fell in only ten regions. Here the leaders were the Republic of Mari El (decrease by 2.8%), Vladimir and Kostroma regions (minus 1%). In both capitals, fuel prices increased: in Moscow – by 0.5%, in St. Petersburg – by 0.4%. The cost of AI-92 gasoline at Moscow gas stations ranged from 48.69 to 57.99 rubles, AI-95 – from 53.79 to 64.69 rubles, AI-98 and higher – from 63.39 to 75.99 rubles per liter . In St. Petersburg, prices for the AI-92 grade were higher: from 49.60 to 61.10 rubles. But AI-95 gasoline was sold at prices from 53.65 to 62.85 rubles, AI-98 – from 67.74 to 70.59 rubles per liter.

At a meeting between the president and the Russian government on September 27, Deputy Prime Minister Alexander Novak proposed three ways to stabilize the situation in the domestic market: adjustment of damper parameters taking into account the current macroeconomic situation; increasing the protective duty to 50 thousand rubles; introduction of a complete ban on the export of any petroleum products. In response, President Vladimir Putin called on the Cabinet of Ministers to take control of gasoline prices. He emphasized that ordinary Russians care regarding the result, not the number of measures taken to regulate prices.
