Among these, the doubling of the allowance granted during the first acquisition – from 20,000 to 40,000 euros for goods up to 350,000 euros – should make it possible to facilitate access to property. The measure should materialize in the summer of 2023.
Since 2018, in registration fees, first-time buyers benefit from an allowance amounting to 20,000 euros, which represents a net gain of 2,500 euros for the 25,000 households who have benefited from it. The preliminary draft decree provides for the doubling of this allowance, which will now amount to 40,000 euros for goods up to 350,000 euros, making it possible to obtain a real tax advantage of up to 5,000 euros for goods subject to the normal registration rate of 12.5%.
Properties between 350,000 and 500,000 euros will benefit from a decreasing benefit, while those exceeding 500,000 euros will retain the current reduction of 20,000 euros.
As for the allowance for building land or a dwelling under construction or on plan, the value limits will be reduced by half, with a allowance of 40,000 euros for acquisitions of up to 175,000 euros and 20,000 euros for those of more than 250,000 euros, detailed in a press release published Monday the Walloon Minister of the Budget, Adrein Dolimont.
The draft decree also includes other measures, including the lifting of the existing discrimination between low-power thermal motorcycles – historically exempt from road tax – and electric motorcycles.
Finally, the exemption from property tax granted to public assets that do not produce added value will be extended to the production of renewable energy on these sites characterized by large unused areas (national defense heritage, large car parks and roofs, wasteland ,…) “There will therefore be no more tax risks in accepting these renewable energy installations in the public domain, even if they have a commercial purpose”, specified the Minister.
