Reactivation with course

The most recent General Assembly of the Economic, Social and Environmental Council of Mexico City (CESA CDMX), was the forum chosen by Dr. Claudia Sheinbaum to present a new package of measures for the economic reactivation of the country’s capital . The measures announced on March 16 are encompassed in three main axes: support for the development of the popular, social and solidarity economy; new instruments to support the development of the construction and housing sector; and the presentation of proposals for the cultural, tourist and Historic Center reactivation.

In support of the popular, social and solidarity economy, we can highlight actions in favor of the elderly in Mexico City, since for the only time the tax benefit of paying a fixed fee of 55 pesos every two months will be advanced for the payment property tax, when the value of residential property does not exceed 2 million 323 thousand pesos. In addition, the payment of fees in Housing Units will be forgiven, through the CDMX Social Attorney’s Office.

Within this category, another of the measures that is worth noting is that in the PILLARS (Points of Innovation, Freedom, Art, Education and Knowledge) programming courses will be given, aimed at young people, in HTML, PYTHON and JAVA , to provide them with competitive skills to enter the labor market.

In addition to the above, within the framework of this meeting, support was announced for Micro, Small and Medium Enterprises (MSMEs), such as the total exemption from payment of payroll tax, for three months, to those that start operating in the town. Likewise, actions are contemplated to grant more than 427 million pesos in credits to this sector, in addition to reinforcing microcredits for self-employment and the certification of people and companies specialized in the installation of Rain Harvest Systems.

Regarding the new instruments for the construction and housing sector, the simplification of procedures, the promotion of inclusive housing and the granting of between 13,000 and 15,000 credits for housing improvement were announced. Never before has such an important sector for finance been promoted so decisively.

On the other hand, and among the measures announced for the cultural and tourist reactivation of the Historic Center, an area of ​​special importance and value for those of us who live in the capital, the City Government undertook to review the legislation on Administrative Verification and Protection Civil, to streamline the technical rigor criteria and safeguard those who go to the establishments in this area.

In turn, within the framework of the “City in the Open Air” Program, it was announced that an informative site will be released very soon that will allow those who wish to open a restaurant and/or renew a license to simplify the procedures to do so. The “Traveling Hummingbird” program is also considered, through which people will be able to learn regarding and enjoy the activities, tourist and cultural attractions of the capital, free of charge.

The measures announced by the City Government are not just a letter of good intentions. Just last March 22, the agreements related to the reconversion of offices into housing were published in the Official Gazette of the City; the single window for the presentation of Urban and Environmental Impact studies; updating the Special Program for Urban Regeneration and Inclusive Housing; property tax payment forgiveness for people over 58 years of age; the remission of payroll tax for three months for MSMEs that start operations in the city; and the administrative facilities for the Housing Institute in matters of social or popular interest housing.

With facts, then, from the local government of the capital of the country, we are walking towards a reactivation with direction and the same is accompanied by the efforts, the business groups of the city, the universities and study centers, and the coordination spaces such as the CESA CDMX. Thus, in Mexico City, the course for economic reactivation in the so-called new normality has already been charted.
