Ranking the Luckiest States to Win the Powerball Jackpot: Delaware, New Hampshire, and West Virginia Take the Lead

Since Powerball began in 1992, the Delaware Lottery has sold five jackpot-winning tickets. While five awards in over 30 years doesn’t sound like a lot, it’s actually the best chance there is in the entire country.

According to OLBG, Delaware’s winning rate is 4.85 winners per million people. This state is followed by New Hampshire and West Virginia.

Coming in second, 3.56 people per million are jackpot winners in New Hampshire. This state is known for its tax-free shopping, so winners here can buy more while spending less.

West Virginia ranks third among US states with the most jackpot winners per million population, accounting for a total of 2.83 winners per million.

In 2023, the highest amount awarded in this state as a jackpot was $276 million.
