Head of Chechnya Ramzan Kadyrov congratulated Colonel-General of Police Ruslan Alkhanov, who headed the Ministry of Internal Affairs of the republic since 2004, with the appointment of Deputy Head of the Main Directorate for Combating Extremism (GUPE) of the Ministry of Internal Affairs of the Russian Federation.
