Boarding requirements and quarantine requirements for return to Hong Kong from overseas regions and Taiwan

Those who have stayed in overseas regions and Taiwan must meet the following requirements and hold supporting documents before boarding:

  • Those who have boarded overseas (or have stayed in any region outside China in the 14 days prior to arrival)Must meet vaccination requirements

  • Those who have boarded the plane in Taiwan (or have stayed in Taiwan 14 days before arrival)No need to complete vaccinations

The “3+4” model arrangement refers to 3 nights of compulsory quarantine in hotels and 4 nights of medical surveillance. After completing the “3+4”, arrivals in Hong Kong will have to monitor their health for 3 days. During the daily rapid antigen test, arrivals are required to take photos of the test results, and government personnel may check the test results from time to time.

3-Day Hotel Quarantine Requirements

Returning passengers are subject to compulsory quarantine at designated quarantine hotels for 3 nights, during which they must undergo rapid antigen testing every day, and PCR nucleic acid tests at the hotel on the second day of arrival; if they continue to obtain negative results, they can complete the compulsory quarantine on the morning of the third day , leave the hotel.

It should be noted that the day following the arrival of passengers in Hong Kong is counted as the first day. For example, if they arrive in Hong Kong on August 12, the first and third days are August 13 and August 15 respectively. After confirming the negative results of the PCR nucleic acid test on the second day and the rapid antigen test on the third day, passengers can check out at 9:00 am on the third day at the earliest.

Children aged 11 or below who have not been vaccinated will be subject to compulsory quarantine at designated quarantine hotels with accompanying persons upon arrival in Hong Kong, and subject to compulsory testing, while children aged below 3 can generally take stool samples for PCR nucleic acid detection.

4-Day Medical Surveillance Requirements

After completing the compulsory quarantine at the hotel, returning passengers must undergo medical surveillance at home or other self-arranged premises for 4 nights. During this period, they must undergo a daily rapid antigen test and a nucleic acid test following obtaining a negative rapid test result on the 4th and 6th day. ; Those who continue to obtain negative results can complete medical surveillance on the morning of the 7th day.

3-Day Self-Monitoring Requirements

Finally, returning passengers will be subject to self-monitoring for 3 days, receiving rapid antigen testing every day until the 10th day of arrival, and nucleic acid testing following obtaining a negative result of the same day’s rapid test on the 9th day of arrival.

Vaccination requirements for boarding

Completion of vaccination refers to receiving 2 doses of Fubitai or 2 doses of Sinovac vaccine at least 14 days before arrival in Hong Kong, or having clicked “” Get the recommended dose of vaccine. Those who are 12 to 17 years old on the day of departure and who have received a dose of Forbidden vaccine at least 14 days before are also eligible for boarding to Hong Kong.

For those arriving in Hong Kong who have recovered, they can be considered to have received a dose of the new crown vaccine at least 14 days before arriving in Hong Kong.

Those who are boarding overseas and who are not eligible for vaccination may also be allowed to board an aircraft to Hong Kong if they meet the following conditions:

  • Unsuitable for vaccination due to health reasons, and hold relevant medical certificate

  • Have received one dose of an approved COVID-19 vaccine, received a medical certificate following vaccination to prove that the second dose of COVID-19 vaccine was not available for health reasons, and boarded a specified aircraft on or following the 14th day following the first dose of vaccine

  • Children aged 11 or below who have not been vaccinated shall be accompanied by relevant persons who meet the conditions for boarding and arriving in Hong Kong and undergo compulsory quarantine together

Submit Health Declaration Form Online

Immigrants are required to complete the Department of Health. Passengers boarding from overseas regions or Taiwan can submit the declaration form online in advance three days before the date of arrival in Hong Kong. Airport Arrival Quarantine and Testing Process
