Washington: The United States has declared Russian President Vladimir Putin a “war criminal” following intensifying attacks in Ukraine. The US Congress unanimously passed a resolution to this effect. The war began on February 24, but Russian forces have not been able to capture any of Ukraine’s 10 major cities.
