Through the project Decree sent by the Executive various provisions of the Organic Law of the Federal Public Administration, the Law of the National Guard, the Organic Law of the Mexican Army and Air Force, and the Law of Promotions and Rewards of the Army and Air Force are reformed, added and repealed Mexicans, in matters of National Guard and Federal Public Security.
The president of Mexico, Andrés Manuel López Obrador, presented this modification despite the fact that in 2019, when he created the National Guard, the Government promised that the security body would maintain a civilian nature in the face of criticism from human rights organizations.
Later, López Obrador changed his position and announced a constitutional reform to formalize that the Armed Forces control the National Guard, which depends on the Secretary of Security and Citizen Protection (SSPC), but now he preferred to come forward with an agreement before the opposition he faces in Congress.
“We are going to find a way to do it administratively, in case (the reform) does not pass, it will remain like this anyway,” he admitted.
The National Guard It now has 110,000 operational elements and 260 barracks, López Obrador boasted, who compared them with the 40,000 elements that he says the extinct Federal Police had between the six-year term of Ernesto Zedillo (1994-2000) and Felipe Calderón (2006-2012). ).
The ruler justified his intention to militarize the National Guard on the grounds of avoiding corruptionprevent the political management of the security body and guarantee its permanence.
With the changes, the Secretary of Security will focus on prevention, administer prisons, grant pardons and execute the Amnesty Law.
López Obrador also announced that “on September 16 (Independence Day) the military parade will be predominantly oriented towards Public Security and the main actors will be members of the National Guard.”
This security body has been one of the main actions of the president to stop violence in Mexico, which registered 33 thousand 315 homicides in 2021 following the two most violent years in its history, under the mandate of López Obrador, with 34 thousand 690 murder victims in 2019 and 34,554 in 2020.
