PST lowers the terrorist threat level in Norway from high to moderate

When PST upgraded the level to a high terrorist threat on 8 October, there were several factors that led to it.

– First and foremost, Iran-linked actors with a focus on Jewish and Israeli targets in Europe represented a new and unclear element in the Norwegian terrorist threat picture, writes PST in a press release.

They now believe that these conditions are better clarified, and that the threat level can therefore be lowered back to what it was before 8 October. They nevertheless warn that an upward adjustment can come at short notice.

– Even if the assessment of the threat from Iran-linked actors is adjusted down, the threat from extremists against Jewish and Israeli targets in Norway is still heightened, as it was before 8 October. The situation is very dynamic and can change at short notice, it says.

The Gaza war affects

In connection with the previous level increase, the Ministry of Justice decided to temporarily arm the police, which was recently extended until after the New Year.

PST points out that the war in Gaza is of great importance to the threat picture.

– We have seen a marked increase in attack activity against Jewish and Israeli targets in the West from extreme Islamists since the autumn of 2023. Israel’s warfare in Gaza and the Middle East has great radicalization potential within extreme Islamism and helps to explain the increased frequency of attacks, they write.

3. Moderate terrorist threat: PST’s assessment is that one or more people have an intention to carry out terrorist attacks, but without having taken concrete steps or having realistic plans and/or that some conditions increase the terrorist threat.

2. Low terrorist threat: PST’s assessment is that there are few people who have a desire to carry out terrorist attacks, and/or that few circumstances increase the terrorist threat.

1. No terrorist threat: PST’s assessment is that no person has a desire to carry out terrorist attacks, and there are no conditions that contribute to a terrorist threat.
