The Bandung City District Attorney’s Office (Kejari) searched the Bandung City Procurement Service Unit (ULP) office, West Java (Jabar), regarding alleged arrangements for work auction projects, Wednesday (10/7) from 11.00 WIB to 17.30 WIB.
From the search, the District Attorney’s Office secured 74 pieces of evidence, in the form of documents, laptops, and cellphones belonging to members of the Bandung City ULP Working Group with the initials R and R.
Bandung City District Attorney Irfan Wibowo confirmed that the search was for the sake of improving the governance of goods and services services at the Bandung City Government. In addition to the ULP office, the search continued to the residence of the Service Unit working group member
Procurement.
“We have not yet determined who the suspect is in the case being investigated and we are conducting this search to clarify the case. We are collecting existing evidence to complete the case files, including to find out who the suspects are,” explained Irfan.
Head of Intelligence at the Bandung City Prosecutor’s Office, Wawan Setiawan, revealed the alleged modus operandi of the project auction arrangement at the ULP. Before the project was tendered, the ULP allegedly leaked a number of documents to entrepreneurs who would participate in the auction.
“From the investigation we conducted, there were indications of transactions between the provider and the ULP Working Group. Therefore, we immediately took action by confiscating electronic goods which might then shed light on this problem,” he said.

According to Wawan, from the results of the investigation, there are indications of transactions that occurred between the ULP and prospective auction participants. The ULP Working Group will also leak a number of documents, such as detailed engineering design (DED), draft budget (RAB) to the estimated price itself (HPS) which must be paid with a certain amount of money.
“The mode used at this time is that the Working Group (ULP) leaks (documents) with the lure that the provider can win the tender. By handing over the provider’s money, the provider will then get the DED, HPS and RAB,” he said.
For the amount of the deposit, Wawan continued, it ranges from IDR 5 to IDR 10 million from each entrepreneur. Based on the information collected, this practice has been carried out by reaching 14 procurement projects. By submitting the DED, the provider knows how much can be done and what locks can be done in the work package. (Z-3)
