Prosecutor’s Office investigates Singapore company for fraud and corruption in Mexico

MEXICO CITY.- For alleged defrauding Mexican clients and possible acts of corruption, the Attorney General’s Office (FGR) investigates the public company CH OFFSHORE LTD de Singapur.

In November 2023, the company MEXISHIP OCEAN CCC filed a factual complaint with the FGR, in which it accused CH OFFSHORE LTD and its directors Benety Changdirector general (CEO); Jeanette Changdirector and member of the Board of Directors; Kenny Limdirector de CHO Ship Management PTE LTD, filial de CH OSshore LTD, y Halina Urbinacountry manager Mexico, from alleged bad practices with its clients, as well as delivering shipping vessels without functioning properly and without the minimum documents necessary to operate in Mexico.

In addition to contractual abuses, FGR authorities have focused their attention on possible acts of corruption involving CH Offshore Ltd and its subsidiary or representation in Mexico, led by Halina Urbina, Country Manager.

According to the complaint, the company managed to remove boats of Mexican ports without complying with established customs procedures, which occurred through payments to officials.

In these acts of alleged corruption, the participation of his legal representatives in Mexico is also noted, among whom Carlos Rafael Murillo Rivas stands out.

What do businessmen denounce?

According to the complaint, various Mexican businessmen have denounced this type of practices by the company CH OFFSHORE LTD, in which the Singapore company always benefits when lawsuits are filed before the Arbitration Court of that nation, eliminating any possibility of having a fair trial for their counterparts.

The affected Mexican clients highlight that the Singapore company requires the establishment of a rent payment clause that, regardless of whether the vessel cannot yet sail for reasons attributable to CH OFFSHORE LTD, its Mexican clients are always obliged to pay them rent.
