Specifically, Nguyen Chi Uy arbitrarily modified the design and adjusted two land plots with symbols CX-07 and CX-08 belonging to the Con Tan Lap KDC project that were planned as a green park to be divided into 5 land lots. with the purpose of being used as an attached house, renamed LK3C with symbols LK3C-01, LK3C-02, LK3C-03, LK3C-04, LK3C-05 respectively.

Uy directly met to agree on the purchase and sale with customers and then assigned Dao Trung Dung to draft purchase and sale contracts in the form of investment capital contribution contracts to prepare receipts for payment from customers.
From November 2016 to April 2017, by deceitful tricks to arbitrarily correct the design, adjust and sell the land lots that are not in the planning design of the Con Tan Lap residential project, Nguyen Chi Uy signed a contract.
