MEXICO CITY (El Universal).— The Confederation of National Chambers of Commerce, Services and Tourism (Concanaco-Servytur) submitted to the Chamber of Deputies a proposal to improve the reform of the Judicial Branch.
The business organization proposed various adjustments to the initiative that the Executive presented at the beginning of the year.
In a letter, the president of Concanaco-Servytur, Octavio de la Torre, stated that the proposal “did not alter in essence the procedure for the popular election of judges, magistrates and ministers that the reform initiative seeks…”. However, he added, “if the opportunity for dialogue is granted in this regard, we believe that this, if applicable, would only be appropriate for ministers and magistrates of the Disciplinary Tribunal, and even in these cases, it is not considered advisable.”
If it were decided that all judges and magistrates should be elected, the Confederation proposed doing so in a staggered manner.
He also suggested that decisions on sentences issued by the Plenary of the Supreme Court of Justice of the Nation be made by a majority of seven votes and not eight votes, as proposed by the federal government’s initiative, nor by a majority of four votes for the Chambers.
It was proposed that instead of ministers remaining for 15 years, they should remain for a term of 12 years.
The merchants suggested that in order to be elected as minister, a person must successfully pass the courses or exams given by the Federal School of Judicial Training six months in advance.
Likewise, Concanaco proposed that the Federal School of Judicial Training should compile the lists of people who meet the requirements to be ministers, among other proposals they made.
These and other proposals were presented to deputies Jorge Romero Herrera, president of the Political Coordination Board, and Juan Ramiro Robledo Ruiz, president of the Constitutional Affairs Committee.
