The summary

Pursuant to article 57 of the organic law of August 1, 2001 relating to finance laws, Emmanuel Capus, special rapporteur for the finance committee for the “Work and employment” mission, carried out a budgetary control mission on companies adapted.

Established by the “Handicap” law of February 11, 2005, adapted companies are structures whose main mission is to promote an economic environment favorable to people with disabilities, who encounter specific difficulties in entering the labor market.

Companies in their own right, they make it possible to offer a “middle way” between reception in a medico-social establishment and employment in an “ordinary” environment. State support for adapted companies represents an annual budgetary effort of more than 400 million euros, allowing the employment of more than 37,000 employees recognized as disabled workers.

Ambitious reforms of the support policy for adapted companies have been launched since 2019, aimed at transforming their model, modernizing their support offer and achieving a “change of scale”, with the objective of doubling their workforce of disabled workers. While initial encouraging results should be noted, these reforms remain unfinished to date. While sharing their general orientation, the Special Rapporteur makes six recommendations to improve the conditions for their success.
