With an estimated investment of US$15 million, the construction company Oval plans to build 14 buildings of five floors each, which will house a total of 420 apartments, 265 parking spaces and 159 bicycle racks, in the Oriente sector of Chillán.

The “Santa Rufina” project, whose environmental impact declaration (DIA) was submitted on February 19 to the Environmental Evaluation Service (SEA) of Ñuble, will be located at 1720 Cataluña Street, between Central Panificadores and Montalbán streets, a few blocks away. from Los Puelches.

The work has a construction area of ​​26,793 square meters and a gross property area of ​​27,108 m2, where 846.2 m2 of equipment and 2,355.5 m2 of green areas will be incorporated.

“It is important to indicate that the commune of Chillán plays the role of a new urban zone, an area of ​​residential land supply that is increasingly demanding new market areas, but also and importantly, it has a large area with commercial land and of general services,” indicated the owner in the DIA.

The project considers a single construction stage, which, if approvals are achieved within the planned times, might begin work in September of this year, which would extend for 20 months, until May 2026. In this period, it will require a workforce average of 110 workers, with a peak of 200.

Constructora Oval is a company from the Metropolitan Region, which has developed nearly 60 real estate projects in the country, although it is the first in the Ñuble region.

Second environmental assessment

This is the second attempt by the construction company to obtain environmental approval for this project, following the first EIS of Santa Rufina had already entered evaluation on January 23, 2023, however, the SEA decided to end the evaluation process early. on March 15, 2023.

This decision was made by the SEA following the pronouncements and observations of 15 bodies of the State administration with environmental competence, such as the Municipality of Chillán, the MOP, the DGA, the DOH, the Council of National Monuments and the Environment Departments, Health, Energy, Social Development and Housing, among others.

According to the SEA resolution, the EIS presented in January of last year did not provide all the relevant or essential information for a correct evaluation of the impacts on the natural and human environment, which cannot be corrected through clarifications, rectifications or extensions.
