COORDINATOR of the Indonesian Anti-Corruption Society (MAKI) Boyamin Saiman said that the procurement of goods and services is a sector that is prone to corruption. In almost every government regime, bribery or gratification in the procurement of goods and services is carried out using various modes that continue to develop.
“It is true that bribery is mostly involved in the procurement of goods and services because to get the project you have to collude with the authorities or officials,” he said to Media Indonesia, Saturday (16/3).
He explained that if entrepreneurs want to win a tender for a project, they must lobby with officials. And this has become an open secret that almost all levels of entrepreneurs know regarding.
In fact, said Boyamin, since the preparation of the budget, there has been lobbying. Then the procurement of goods and services is just a entrusted project that benefits entrepreneurs and officials.
To prevent this, he continued, there must be strengthening of institutions. Starting from the preparation of the budget, it must be transparent and the tenders carried out must be competitive.
“Tenders must be transparent, competitive and then must meet the requirements in substance. Uncompetitive and monopolistic tenders must be avoided,” he said.

Even though he has used an online system, Boyamin said there are still many opportunities for bribery or gratification. Therefore, strict supervision from both the Corruption Eradication Committee and other state institutions needs to be carried out periodically.
“Transparent and competitive must really be implemented and an online system must also be implemented because previously online was cheated,” he stressed.
Meanwhile, the Corruption Eradication Commission (KPK) said that 90% of gratification and bribery occurred in the procurement of goods and services. This corrupt behavior continues to develop with various new modes. (Van/Z-7)
