There is what has been happening in a number of banks for a while, between some departments and their employees, indicating what is similar to self-restructuring, in light of the continued failure to pass the required and obligatory laws from the government and the House of Representatives to restructure the banking sector. The result is that some bank employees are currently in a “neither suspended nor divorced” position, between not being dismissed from their jobs and asking them not to come to work, waiting for what the coming period will bear.
Concerned sources in the banking sector explain, to the Lebanese Forces website, that “it cannot be said that there have been dismissals of large numbers of bank employees that have taken place in the recent period, or that they have intensified in an unusual way. It is true that there is a specific situation that has been taking place for some time, which is to put some employees at disposal, if the expression is correct.
The same sources reveal, to our website, the truth regarding what is happening, as “a number of banks ask some employees not to come to work and stay in their homes, while paying their full salaries, that is, on something like a paid vacation, and we will see later what to do. Note that these banks pay salaries to this group in Lebanese pounds, and according to the salary scales registered in the Social Security.
And she notes, “For example, for some banks, there are no longer salaries, part of which is calculated on the 1,500-lira dollar or the 15,000-lira dollar, and the other part is paid in cash dollars (fresh). In other words, if the employee’s salary is 9 million pounds, he receives this amount only as it is registered in the social security.
And she stresses, “This measure, which some banks have resorted to, undoubtedly affects negatively the lives and livelihood of employees. The pension in Lebanese pounds has no value, is not worth anything, and does not meet the most basic and necessary life needs. 9 million pounds equals less than 100 dollars, according to the current exchange rate. Can a person in Lebanon live with this monthly amount? of course no. Not to mention if this employee is married and has a family.”
The same sources believe that “the reason behind some banks taking similar measures is that the volume of banking business has decreased since the outbreak of the crisis in October 2019, and banking services have declined to a large extent for known reasons, and many branches have closed in various regions. Consequently, banks no longer need the previous numbers of employees, and they have already dismissed regarding 10,000 employees since the outbreak of the crisis, and the workers in the sector today are between 16,000 and 17,000 thousand employees only.
And she adds, “In practice, what some banks do today, such as saying to a number of employees, are you still among the employees but in the position of disposal, thus avoiding arbitrary dismissals and the consequent payment of large exchange compensation and the implementation of the protocols signed with the syndicate and the like. And if the need arises, employees can be called back to work, or some of them may find better job opportunities and he will resign on his own.
And the same sources admit, “If this matter is happening in some banks today, awaiting what the coming period will bear, but the banking sector certainly cannot continue in its current size,” considering that “we will definitely go to reduce the size of the sector, perhaps to half the number of existing operating banks.” . Therefore, reducing the size of the banking sector by almost half, will go along with reducing the number of employees, of course.
