In particular, the “Major Investments” regime will have a budget of 150 million. euros, which will be directed to innovative investment projects, which will use modern technology and will be implemented with a low energy footprint, as pointed out by the Minister of Development, Takis Theodorikakos, during the presentation of the strategy for changing the production model of Greece.
The purpose is through this specific financial tool to strengthen investment projects, which with their implementation will bring significant results to the local economies.
In the “Major Investments” regime, based on L. 4887/2022, fall under investment projects, in which the budget of all eligible costs exceeds 15 million. euros, excluding those that fall under the support regimes: a) agri-food, primary production and processing of agricultural and fishery products, b) support for tourist investments and c) alternative forms of tourism.
It is noted, however, that the investment plans to be submitted must have the character of an integrated initial investment.
The conditions
Beneficiaries of the regime are the investment entities that are established or have a branch in Greek territory at the time of commencement of the investment project and have one of the following forms:
– Commercial company.
– Cooperative.
– Social Cooperative Enterprises (S.E.P.), Agricultural Cooperatives (A.S.), Producer Groups (Om. P.), Producer Organizations (O.P.), Urban Cooperatives, Agricultural Corporate Partnerships (AES).
– Under establishment or under merger companies, with the obligation to have completed the publicity procedures before the start of work on the investment project.
– Joint ventures that carry out commercial activity.
– Public and municipal enterprises and their subsidiaries.
– Individual businesses with a maximum eligible investment project cost of 200,000 euros only for the regime “Agriculture – Primary Production and Processing of Agricultural Products – Fishing – Aquaculture”.
Eligible expenses
The expenses covered concern, among others, the following:
– The construction, expansion and modernization of building facilities, as well as special and auxiliary facilities of the buildings, and for constructions to ensure accessibility for people with disabilities and people with disabilities, as well as shaping the surrounding area.
– The purchase of all or part of existing fixed assets, such as buildings.
– The purchase and installation of new modern machinery and other equipment, including technical installations and means of transport that move within the area of the integrated unit.
– Leasing fees for new modern machinery and other equipment, the use of which is acquired.
– The modernization of special facilities, which do not concern buildings, and mechanical facilities.
– Investment costs in intangible assets and specific costs for:
- The transfer of technology, through the purchase of intellectual property rights, licenses, patents, know-how and unproprietary know-how.
- Quality assurance and control systems, certifications, supply and installation of software and business organization systems.
– Consulting services for small and medium enterprises.
– Energy efficiency measures.
– For the co-production of high efficiency energy from RES.
– Energy production from renewable sources.
– Installation of efficient district heating and district cooling systems.
– Restoration of contaminated sites.
– Recycling and reuse of waste.
– Vocational training.
– Participation of SMEs in trade fairs.
– Recruitment of disadvantaged workers and workers with disabilities.
– Research and development.
– Innovation for SMEs.
– Procedural and organizational innovation for SMEs and large enterprises.
Types, membership, amounts
Business plans are strengthened with the incentives of tax exemption, grant, leasing subsidy and subsidizing the cost of the employment created. For medium and large enterprises, the aid includes all the above incentives, except for the grant.
The amount of aid that can be granted to each investment project of the regime cannot exceed the limit of 10 million. euros, except in the case of granting the tax exemption aid which cannot exceed the limit of 20 million. euro.
Fast licensing
Those interested in joining the regime can make use of the rapid licensing process through the General Directorate of Strategic Investments of the Ministry of Development (as provided for in article 9 of Law 4864/2021).
Applications for inclusion in this investment plan scheme will be submitted to the General Directorate of Private Investments of the General Secretariat of Private Investments and Public-Private Partnerships (PPP) of the Ministry of Development.
