Prince George’s County Police Department Addresses Public Displays of Affection in New Policy Revisions

The Prince George’s County Police Department is revising its general orders to potentially add public displays of affection and sexual activity violations, a spokesperson said. That was following News4’s investigative team found that the department’s policies failed to address it.

The I-Team became immersed in the department’s orders following video surfaced of uniformed officer Francesco Marlett kissing a woman before entering the back of his patrol car with her. The incident occurred on Labor Day in an Oxon Hill park filled with children, according to Nelson Ochoa, who recorded the incident.

“What convinced us most that they were doing something is when the car was half moving. The car was moving from side to side, but I only saw it for regarding 10 seconds and didn’t pay much attention,” Ochoa said.

A Prince George’s County police spokesperson told the I-Team that Marlett might be disciplined under the Maryland Police and Correctional Training Commission’s State Police Disciplinary Matrix.

The document lists engaging in sexual behavior in an agency-owned facility or vehicle, while on or off duty, as a fireable offense.

The department said Marlett is suspended while it investigates.
