The four co-rapporteurs of the joint control mission “Forest and vegetation fires: preventing conflagration” welcome the announcements made by the President of the Republic, on October 28 at the Élysée, to the actors mobilized this summer once morest forest fires, which are unequivocally part of the filiation of their work.
Prior to the start of the 2022 wildfire season, Jean Bacci (The Republicans – Var), Anne‑Catherine Loisier (ratt. Union Centriste – Côte‑d’Or), Pascal Martin (Centrist Union – Seine-Maritime) and Oliver Rietman (Les Républicains – Haute‑Saône) initiated long-term work, which resulted in 70 concrete proposals, grouped into 8 areas (PDF – 221 Ko), made public in August 2022.
The field work of the Committee on Economic Affairs, chaired by Sophie Primas (Les Républicains – Yvelines) and the commission for regional planning and sustainable development, chaired by Jean-Francois Longeot (Union Centriste – Doubs), led the co‑rapporteurs to travel in the Var, in the footsteps of the Gonfaron fire, and in Gironde, in the footsteps of the Landiras and La‑Teste‑de‑Buch fires, at the meeting with local elected officials, who helped feed their thinking.
The proposals emanating from this work will be the subject of a bill tabled in November, to update our prevention strategy and extend it to territories newly affected by fires, under the effect of climate change and the particular vulnerability of rural areas. The adoption of the text, which may be enriched by parliamentary deliberation and by the Government, is targeted by the 2023 fire season.
The work of the senators emphasizes the prevention of forest fires, which has for too long been the poor relation of the defense of forests once morest fire, and which the President of the Republic has not forgotten this time. Before him, they defended the development of an interministerial prevention strategy, the clarification of legal obligations for clearing brush to reduce the risk on the edge of urban areas, more active management of forest areas by private owners and the National Office of forests (ONF)…
The senators also welcome the appointment of Hubert Falco, mayor of Toulon, former senator and former president of the SDIS du Var, at the head of an interministerial mission on civil security and major risks, the need for better coordination between administrations having been identified by the mission as a major lever for progress in the defense of forests once morest fire.
Finally, the mission welcomes positively, but with a certain circumspection, the promises of renewal and reinforcement of the fleet of amphibious water bombers and of a more favorable framework for voluntary firefighters, asking see the concrete budgetary translation before giving a thumbs up to the Executive.
