All rumba venues will have to have a health post designed to detect narcotics, especially fentanyl, as a way to prevent severe harm to consumers.
This was proposed by President Gustavo Petro this Thursday, during the Fourth International Congress once morest Fentanyl, Chemical Substances and New Psychoactive Substances in defense of life, organized by the Police in Medellín.
In his words, “here in our cities, and it is an order that I am going to issue, collective party places must have public health posts with an instrument that allows detecting fentanyl, so that any boy who has acquired substances can have, with confidence, the possibility of delivering them and being able to tell with a device if it has fentanyl or not.”
This synthetic substance, derived from opium, received the nickname “zombie drug” due to the serious addictive effects it has caused in the United States, where it is considered a deadly epidemic.
In Colombia, seizures have already been made in Bogotá, Cali and the Aburrá Valley. In Medellín there have already been two people intoxicated, apparently due to a dangerous mixture of tusibí with fentanyl.
Petro’s idea is that drug policy stops being a purely police issue and becomes a public health issue.
“This means that there has to be a lot of prevention, precisely so that anyone in Colombia knows what fentanyl is regarding. Here appears a type of anti-drug policy that is the mitigation of damage, because we do not allow people to consume what can kill them,” he said, specifying that “for that there has to be propaganda, there has to be information. “That the citizens know what it is regarding, not that they die out of ignorance.”
The Head of State’s proposal raises some doubts regarding implementation. For example, who should pay the expenses of that health post? The rumba businessmen or the Municipal Administrations? Will there be punishments for those who do not install them? For what kind of “collective party sites” will these rules apply?
At the moment it is also not clear how the legal framework to establish these health posts will be created: whether through a presidential decree or a bill in Congress.
