Coordination and Compassion
Recognizing the unique challenges faced by remote areas, the DSWD established warehouses on island provinces, enabling rapid mobilization of aid where access was limited.A robust monitoring system, encompassing provincial and municipal social welfare offices, ensured consistent preparedness. During disasters, DSWD teams provided hot meals to stranded travelers and carried out back-to-back relief operations. Cash assistance was offered through programs like Assistance to Individuals in Crisis Situations and the Sustainable Livelihood Program. Understanding the emotional toll of disasters, the DSWD made psychosocial support readily available for traumatized families. Even after the initial response, the agency continued providing cash assistance for recovery while regularly monitoring evacuation centers to ensure they were adequately equipped. The Social Marketing Unit played a vital role in keeping the public informed about relief efforts and achievements. Through coordinated efforts and the unwavering commitment of its workforce, the DSWD remained a crucial pillar of support for the Bicol Region throughout this challenging time.Bicol Region Reaps Rewards Under Marcos Governance
The Bicol region experienced a wave of progress and development in 2024 under the leadership of President Ferdinand Marcos Jr., with significant strides in infrastructure, agriculture, social welfare, and disaster response.Disaster Relief and Recovery Efforts
When typhoons kristine and Pepito lashed the region, the government mobilized swiftly to provide relief and support. The Department of Labor and Employment-5 (DOLE-5) disbursed nearly PHP500 million in emergency wages to over 144,000 affected workers, offering a lifeline to those displaced by the disasters. “I am deeply thankful to DOLE for this opportunity.Even though we are already elderly, they still gave us work. This is a huge help for my family,” said 58-year-old Evelyn Bisnar, a resident of Maslog, Legazpi City. The Department of Human Settlements and Urban Development provided cash assistance and essential home materials to families in Albay and Catanduanes, while the Department of Health conducted widespread medical missions, distributing crucial supplies and aid to affected communities. The collaborative efforts of the Armed Forces of the Philippines, government agencies, and local communities proved invaluable, especially in Catanduanes where zero casualties were recorded during Super Typhoon Pepito.Infrastructure and Agriculture
The Department of Public Works and Highways (DPWH) made remarkable progress, completing over 1,700 infrastructure projects across the region since President Marcos assumed office. The Department of Agrarian Reform-5 (DAR-5) distributed 7,210 certificates of land ownership awards (CLOAs) and electronic titles (e-titles) to 6,969 agrarian reform beneficiaries, empowering farmers and promoting land ownership.Greening Initiatives and Justice
The Department of Environment and Natural Resources-5 (DENR-5) planted 5.6 million seedlings of various species as part of the Enhanced National Greening Program, contributing to reforestation efforts and environmental sustainability. The Department of Justice, through the Regional Prosecution Office, achieved a 100 percent resolution rate for human trafficking cases, demonstrating a strong commitment to upholding justice and protecting vulnerable individuals.Community Development and Support
The Department of the Interior and Local Government-5 (DILG-5) allocated PHP3.4 billion for the Support to Barangay Development Program, benefiting 762 geographically isolated and disadvantaged areas across the region. The Home Development Mutual Fund (Pag-IBIG Fund) disbursed PHP22 million in calamity loans to support its active members in the Bicol region, providing much-needed financial assistance during times of need.Bicol’s Representation in National Government
The Marcos administration proudly includes several Bicolanos in key positions. Presidential Communications Office (PCO) Secretary cesar Chavez hails from Camarines Sur. Albay’s representatives, Ako Bicol Party-list Rep. Elizaldy Co and Albay 2nd District Rep. Joey Salceda, chair the House Committee on Appropriations and the House Committee on Ways and Means respectively. Senate President Francis Escudero also hails from Sorsogon, showcasing the region’s significant representation at the national level.Unity and Collaboration
Perhaps one of the most inspiring moments of unity in 2024 was President Marcos’ meeting with former vice president Leni Robredo in Sorsogon during the inauguration of the Sorsogon Sports Arena. This display of cooperation and bridge-building underscored the administration’s commitment to national unity and collaboration.President Marcos: A leader with bicolano Roots
As the year draws to a close, a notable observation has emerged: despite his Ilokano heritage, President Marcos demonstrates a deep connection with the people of Bicol. This bond was further highlighted during a recent encounter with former Senator Bam Aquino, a prominent figure and fellow 2025 presidential candidate. The two leaders met briefly in the holding area of an undisclosed venue, signifying a possible alliance between the Ilokano and Bicolano communities.“President Marcos is an ilokano but his heart also beats for Bicolanos.”
