It was found that President Yoon Seok-yeol received special activity expenses worth 400 million won per month while serving as prosecutor general, and regarding 3.8 billion won during the two years he served as chief of the Seoul Central District Prosecutor’s Office. In a situation where the prosecution did not submit all data, the special activity expenses used by the Supreme Prosecutor’s Office and the Seoul Central District Prosecutor’s Office, which were identified only from May 2017 to September 2019, were 29.2 billion won. The Supreme Prosecutor’s Office is in a position that there is no problem, saying, “It was used for investigation in accordance with the guidelines of the previous government.”

Attorney Ha Seung-soo, co-representative of Catch Tax Thieves, and others held a press conference on the 6th and announced the results of an analysis of the prosecution’s special activity expenses from May 2017 to September 2019, which were disclosed by the prosecution.

During the period, a total of 29.2 billion won was spent on special activities by the Supreme Prosecutor’s Office and the Seoul Central District Prosecutor’s Office, of which 13.6 billion won, or 47%, is an occasional payment that can be used arbitrarily by the prosecutor general. This means that the average amount of occasional payments that the prosecutor general receives every month is 468 million won. Even during the time of President Yoon Seok-yeol, more than 400 million won was allocated for special activities.

It was also pointed out that the documentary evidence was incomplete. Even though more than 100 million won was executed, there were cases where only one document was a receipt for cash, and during the time of President Seok-Yeol Yoon, even when 50 million won was spent, the proof was only one receipt for which the purpose was not clear.

Attorney Ha also pointed out that special activity expenses worth tens of millions of won were paid to specific people every month. As a result of analyzing special action expenses for regular payments from the Supreme Prosecutors’ Office and the Central District Prosecutor’s Office, it was claimed that up to tens of millions of won in special action expenses were paid to 15 people every month, reaching 7.5 billion won in 29 months.

For not providing all documents related to special activity expenses “After directly checking the special activity expenses execution data during the trial process, the court decided to disclose it except for parts that may interfere with the performance of duties that require confidentiality, such as investigations,” he said. “According to the purpose of the court ruling, the prosecution disclosed all the data it was managing.”said.

Regarding the fact that tens of millions of won in special activity expenses were paid every month to specific 15 people, he replied, “It was allocated to a department, not an individual.”

Regarding the point that 3.8 billion won was spent on special activities for two years as Chief of the Seoul Central District Prosecutor’s Office Yoon Seok-yeol, “the total special activity expenses of the prosecution were 17.8 billion won in 2017, 14.3 billion won in 2018, and 11.6 billion won in 2019.” The annual special activity expenses are equivalent to 10-15% of the total special activity expenses of the prosecution, and following 2020, they are allocated to the Saul Central District Prosecutor’s Office in a similar proportion,” he said, which is an average level.
