President wants new elections in the Tyrolean Association of Municipalities

In the cause of the insolvent service company of the Tyrolean community association, GemNova, the community association president Ernst Schöpf (ÖVP), who has recently come under massive criticism, is now on the counteroffensive. He wants – and will also propose this to the members at the mayors’ conference on Monday – that a community day with the election of both the president and the presidium take place in the fall, said Schöpf in the APA interview.

Schöpf left it open whether he would run for president again. He will announce this in due course, explained the long-time mayor of Sölden, who has headed the association since 2009. In any case, not only a new election of the president is needed, but also one of the presidency, stressed Schöpf, because: “We recently gave a lousy picture collectively.”

Before the “new beginning” it is important to get the Causa GemNova dry, Schöpf alluded to the extraordinary “Mayors’ Conference” on Monday, at which a higher membership fee for the communities was to be decided in order to push ahead with the renovation or to finalize. Most of the creditors of the company, which has debts of around 6.7 million euros, recently agreed to a quota of 80 percent. Schöpf was optimistic that the necessary majorities will be achieved on Monday at the conference, which is not open to the media. It is the “Day of Truth”. He will also make a re-appearance or non-appearance dependent on the vote, among other things.

He is primarily concerned with the standing of the community association itself, stressed Schöpf. After all, this is the representation of the municipalities par excellence and must remain as a unit, he alluded to the obvious considerations of some municipalities, which became public in the media, to leave the association because of the GemNova case. “The association as such should still exist in 400 years,” the President laid down the ambitious route.

That his three vice-presidents recently informed him indirectly in a letter to the mayors and local councils that “only if a decision to implement the required structural reforms in the community association is made on July 10 by December 31” from their point of view “seriously about acceptance the 80 percent quota in the ongoing restructuring process and the increase in membership fees by two euros per inhabitant could be seriously discussed”, Schöpf did not want to comment in more detail. Only so much: The letter, which the “Tiroler Tageszeitung” reported, was “very burlesque”, he was surprised at “so much attention to detail”. You have to keep an eye on the “big lines” first.

The ÖVP veteran Schöpf had recently deployed heavy artillery against the APA, especially against his vice president and Telfer mayor Christian Härting (ÖVP), who publicly criticized him several times in the Causa GemNova. He runs a “lousy and lousy game”, acts “maliciously” and “mathematically calculates from career considerations” – and with “certain media support”.

The topic of GemNova itself is actually “relatively undramatic from an economic point of view”, has been “hyped up in the media” for months and thus unnecessarily and disproportionately damages a company, Schöpf also said. He still stands by that, emphasized the ÖVP politician. But now it is important to put all our energy into getting the topic across the stage.

115 creditors had registered around 6.7 million euros in liabilities in the cause, which is constantly occupying state politics. In this week’s state parliament, according to a decision by the black-red state government, 1.5 million euros were made available to GemNova under conditions. The opposition once again used the debate to settle accounts and saw an “ÖVP scandal”.

Schöpf could also be threatened on another front at the moment. This is because of a payment made by the state to GemNova in 2012 of EUR 320,000, which made a “detour” via the municipality of Sölden and only then ended up at GemNova. FPÖ boss Abwerzger has now filed a complaint against Schöpf, among others, and the public prosecutor is examining an initial suspicion of infidelity and abuse of office.
