The Head of State informed the Council that he will continue his travels to other cities and religious centers in Senegal, with a view to taking into account, on the one hand, their modernization in terms of basic infrastructure (roads, water , sanitation, electricity, telephony, etc.) and on the other hand, to reaffirm its constant commitment to improving community and religious life for a just and prosperous Senegal in peace, stability and national harmony.
The President of the Republic also informed the Council that he created at the Presidency of the Republic a Directorate of Religious Affairs and the Integration of Arab Education graduates (composed of the Office of Religious Affairs and the Office of integration of Arab education graduates).
Following the establishment of the Government on April 5, 2024, the Head of State informed that the State General Inspectorate will draw up a pre-report and a final report on each award of services.
In the meantime, the President of the Republic asked the Prime Minister, in liaison with the ministers, to take stock of all the handovers of services carried out in the ministries and to prepare, before the end of April 2024, an exhaustive report on the findings. and proposals relating to the sectoral, administrative, budgetary and financial situation in each ministry, before any major government initiative or action.
The President of the Republic insisted, with the Prime Minister, on the imperative, for each member of the government, to follow the fundamental validation procedures concerning the political orientations of government action, as well as the communication methods indicated in this regard. effect.
The Head of State therefore asked the Prime Minister to constantly ensure strict compliance with the rules of steering, design, execution, coordination and monitoring-evaluation of government action and public policies. especially. Regarding the supervision and evaluation of public policies and programs, consistent with the institutional mechanisms falling within the prerogatives of the Prime Minister, the President of the Republic informed the Council of the creation at the Presidency of the Republic, of an Office of Intelligence and Economic Foresight (BIPE), as well as a monitoring-evaluation office for projects and programs which will ensure the monitoring of presidential directives and the PROJECT.
The President of the Republic insisted on the urgency of finalizing the government’s action plan with a precise agenda for achieving the objectives of sovereignty in the economic, cultural, security, food, monetary, digital and pharmaceutical fields.
The Head of State asked the Minister of Justice, Keeper of the Seals, to finalize before May 15, 2024, a bill on the protection of whistleblowers. In the same vein, he ordered, beyond audits and periodic verification missions in ministries, the annual organization of control missions in constitutional institutions.
Already, the President of the Republic has instructed the General State Inspectorate to carry out a mission to control the services of the Presidency of the Republic as soon as possible. The President of the Republic notably ordered the publication of the reports of the Court of Auditors, the General State Inspectorate and OFNAC for the last five (5) years (2019, 2020, 2021, 2022 and 2023).
The Head of State returned to the policy of transformation of the Public Administration. To this end, he recalled the shared principles of “JUB, JUBAL, JUBANTI”, in order to build an efficient Administration serving the Senegalese and the interests of Senegal. This is the meaning of his letter No. 00807/PR/SP of April 8, 2024 addressed to civil servants and agents of the Administration of Senegal.
In this spirit, he asked the Prime Minister to prepare a draft decree relating to the call for applications for certain high positions in the public and parapublic sectors. The President of the Republic also asked the Prime Minister and the Minister in charge of the Civil Service to finalize, as soon as possible, a bill relating to access to the civil service, with a view to ensuring equality chances of access to jobs and functions in public administration. The Head of State also invited the Prime Minister to prepare for the holding of the National Dialogue Day on May 28, on the priority theme of “Reform and Modernization of Justice”.
He also asked the Prime Minister and members of the Government to ensure the security of data in the public sector, at the Presidency of the Republic, at the Prime Minister’s Office and in the Ministries in particular. On this subject, the President of the Republic invited the Minister in charge of Digital to soon present to the Council of Ministers, a draft orientation law on data and their security in accordance with the policy of promoting digital sovereignty.
Addressing the issue of access to drinking water in urban centers and rural areas, which remains a major concern of the populations, the President of the Republic asked the Prime Minister to hold an Interministerial Council on the hydraulic sector in order to make urgent proposals aimed in particular at accelerating the completion of hydraulic projects (drilling, water towers, networks, etc.), evaluating public service delegations for drinking water in urban and rural areas, evaluating the water pricing system and the adoption of a major consolidated national program for access to drinking water.
The Head of State decided to create a Water Sector Regulatory Authority to improve water governance in Senegal. The President of the Republic returned to the academic, budgetary, financial and social situation in Senegal’s universities which, he underlines, calls for sustained monitoring on the part of the Government.
On this subject, the Head of State asked the Minister of Higher Education, Research and Innovation to assess, in conjunction with the Rectors’ Conference, the overall situation in public universities and to propose a plan for relaunching academic activities and managing social emergencies in higher education. The President of the Republic asked the Minister of Hydraulics and Sanitation to carry out a rapid audit of the leasing contract between the State of Senegal (SONES) and SEN’EAU and the State-SONES performance contract -SEN’EAU, to initiate the evaluation of Public Private Partnerships (PPP) and all public service delegation contracts for drinking water in urban and rural areas with special targeting on desalination projects Mamelles and Grande Côte developed by SONES with JICA and ACWA POWER.
The Head of State asked the Minister of Fisheries and Maritime and Port Infrastructure to take stock of the DakarNave shipyard concession file, the evaluation of its activities and the measures taken by the State before the end of the concession planned for June 2024, the construction of the Ndayane multifunction port with DPWorld and to review all projects and contracts in the maritime and port sector.
The President of the Republic requested, in this sense, the holding of a special interministerial council on maritime and port infrastructures. As part of his diplomatic agenda, the Head of State informed the Council that he will make his first visit, outside Senegal to the sister Islamic Republic of Mauritania, on Thursday April 18, 2024 before going to the sister Republic of Gambia on Saturday April 20, 2024.
With these visits, the President of the Republic intends to continue strengthening the historic links of good neighborliness and socio-cultural mixing between these countries and Senegal. In addition, the Head of State informed the Council that he plans to visit his other counterparts in the immediate neighborhood. Finally, he took the opportunity to urge the entire Government to pay particular attention to maintaining and strengthening the cordial relations that our country maintains with its neighbors.
In his communication, the Prime Minister informed the President of the Republic of the process of developing the Government’s action plan. To do this, each ministry will have to submit a sectoral plan to it within a week.
In accordance with the instructions of the Head of State, the Prime Minister announced the holding of a government seminar on April 27 and 28, 2024. The Prime Minister finally informed of the upcoming holding of the following interministerial meetings:
– an Interministerial Council dedicated to the preparation of Tabaski 2024;
– an Interministerial Council dedicated to the 2024 agricultural production campaign;
– an Interministerial Council dedicated to preparing for winter storage;
– an Interministerial Council dedicated to the preparation of exams and competitions;
– an interministerial meeting to monitor the Government’s commitments as part of the preparation for the pilgrimage to Mecca, 2024 edition.
Finally, the Minister of Labor, Employment and Relations with Institutions made a communication on the preparations for Labor Day 2024.
