On March 10, 2023, the President of the Republic Gabriel Boric Font has decided to appoint 15 new undersecretaries, as detailed below:
General Undersecretary of Government: Nicole Cardoch Ramos
Social Communicator and Journalist from the University of Chile.
He has worked at the National Sports Institute, at the Santiago Municipality, at the Cordillera Province Government, at the Social Organizations Division (DOS) of the Ministry of the General Secretariat of Government and at the Municipality of Pudahuel. She is a member of the Socialist Party, she served as Youth President of her party between 2017 and 2018.
Finance Undersecretary: Heidi Berner Herrera
Commercial Engineer, mention in Economics, from the University of Chile and Master’s in Public Administration from the Kennedy School of Government, Harvard University. She has been coordinator of Modernization of the State of the Ministry of Finance; Vice Chancellor for Economic Affairs and Institutional Management at the University of Chile and Executive Director of the Dean’s Office of the Faculty of Economics and Business of the same university.
Previously, she was Undersecretary of Social Evaluation of the Ministry of Social Development; Head of the Management Control Division of the Budget Directorate and coordinator of impact evaluations of the same Division in Finance. She is independent.
Undersecretary of Foreign Relations: Gloria de la Fuente González
Political Scientist from the Pontifical Catholic University of Chile and PhD in Social Sciences from the University of Chile. She has carried out teaching activity in various universities in the country in matters related to transparency and quality of democracy.
She has worked as a consultant for the Council for Transparency, Eurosocial and the Network for Transparency and Access to Public Information (RTA). She has also worked as a project manager in Chile
Transparente, Chilean chapter of Transparency International and has been part of the board of directors of Fundación Proacceso. He is a member of the Socialist Party.
Undersecretary of International Economic Relations: Claudia Sanhueza Riveros
Economist from the University of Chile and PhD in Economics from the University of Cambridge. She was founder and director of the Center for Economics and Social Policy and associate researcher at the Center for Conflict and Social Cohesion (COES) and World Fellow of the World Inequality Lab, as well as director of Collective Knowledge.
She served as president of the Pension Advisory Council in 2014, and was a member of the CASEN Panel of Experts between 2015 and 2017. During the

Defense Undersecretary: Víctor Jeame Barrueto
Graduated from Commercial Engineering from the University of Chile. He was President of the Chamber of Deputies and Deputy for District Nº43. Between 2006 and 2007 he was Mayor of the Metropolitan Region.
Later he was a member of the Board of Directors of Banco Estado. In recent years he has been executive director of ACTUS and the Transurbano Foundation. Until today he was the executive director of the Fundación Por La Democracia. He is a member of the Party for Democracy.
Undersecretary of Tourism: Verónica Pardo Lagos
Commercial Engineer from USACH, with a Master’s in Strategic Human Resources Management from the Pontificia Universidad Católica de Chile, with diplomas from the University of Barcelona (Spain) and the Pontificia Universidad Católica de Chile, in organizational change management and human resources management. She has experience in executive positions, consultant in private companies, in the State, social companies and foundations.
He has also worked in the financial sector in the development of projects in three superintendencies of the sector and in insurance companies at a national and international level. He is a member of the Liberal Party.
Undersecretary for Children: Verónica Silva
Social Assistant from the Catholic University of Chile, Master’s in Social Work from the Catholic University of America, USA. She has more than 25 years of experience in the public sector in the area of social protection and public policies. He has held management positions in the Ministry of Planning and in the Solidarity and Social Investment Fund between 1998 and 2009.
He participated in the design and implementation of Chile Solidario and Chile Crece Contigo. Since 2010, she has been a senior specialist in social protection at the World Bank, providing technical assistance to various Latin American countries and in the rest of the world’s regions in early childhood development, provision of social services, management of
cases and in general implementation of social protection policies and programs. It’s independent.
Undersecretary of Education: Alejandra Arratia Martínez
Psychologist from the Pontificia Universidad Católica de Chile and PhD in Education University of Melbourne, Australia. She has served as executive director of Education 2020 and has more than 25 years of experience in the educational area, in the public sector, especially in curricular and evaluation policies.
He has worked in educational establishments, both in Chile and in the State of Victoria, Australia; and international organizations such as
IBE-UNESCO collaborator in curricular matters and technical cooperation. She is independent.
Undersecretary of Higher Education: Víctor Orellana Calderón
Sociologist from the University of Chile. He has served as director of the Nodo XXI Foundation and researcher at the Center for Advanced Research in Education at the University of Chile. In addition, he has been a consultant for the Inter-American Development Bank (IDB) and the International Labor Organization (ILO).
His lines of research are the sociology of Education and Education and social structure. She is a member of Comunes.
Human Rights Undersecretary: Xavier Altamirano Molina
Political scientist from the Pontificia Universidad Católica de Chile, Master and PhD in Political Science from the University of Paris 1 Panthéon-Sorbonne. He has worked in international technical cooperation and scientific cooperation.
He was part of the Content team of the Presidency in the second administration of former President Michelle Bachelet.
He was executive director of the Horizonte Ciudadano Foundation, where he led issues such as new generation Human Rights (children, environment and migrants). He is independent-PS.
Undersecretary of Public Health: Andrea Albagli Iruretagoyena
Psychologist from the Pontifical Catholic University of Chile, Master’s in Public Health from the University of Toronto (Canada) and Master’s in Epidemiology from the Catholic University. She has experience in the Ministry of Health where she worked in the Department of Epidemiology, she was Head of Noncommunicable Diseases (ENT) and in the National Health Strategy Team.
In addition, she was a program evaluator at the Institute of Nutrition and Food Technology (INTA). She is a member of the Democratic Revolution.
Undersecretary of Agriculture: Ignacia Fernández Gatica
Sociologist from the Pontificia Universidad Católica de Chile, Master in Political Science from the University of Chile and PhD in Sociology from the University of Barcelona (Spain).
She has served as executive director of RIMISP – Latin American Center for Rural Development; She is an adviser to the Budget Office of the Ministry of Finance and head of the Policies and Studies Division of the Undersecretary of Regional and Administrative Development, among other positions.
His specialty topics are Public Policy, Territorial Development,
Decentralization and Social Protection. It’s independent.
Transportation Undersecretary: Jorge Daza Lobos
Public Administrator from the University of Santiago de Chile and a Master’s Degree in People Management from the Alberto Hurtado University and the University of Notre Dame (United States) and a Diploma in International Relations for Economic Integration from the University of Santiago de Chile. Professional with long experience in different fields of
public and private management.
He led high-performance teams, such as the internal auditor position in the areas of financial control and management that he developed in the North Metropolitan Health Service.
Also, he served as Secretary of Community Planning (SECPLAN) of the Municipality of Pedro Aguirre Cerda. Until today he served as the Regional Ministerial Secretary of Public Works of the Metropolitan Region. He is a member of the Socialist Party.
Undersecretary of National Assets: Sebastián Vergara Tapia
Degree in Geography from the University of Chile. Master in Management of Local Development and Natural Resources from the Jaume I University (Spain).
With 15 years of experience in the public sector, mainly in Planning, Local Development and the Environment, he has worked in the Ministry of Defense, in the Municipality of La Pintana, in the Ministry of Transport and Telecommunications and in the Metropolitan Administration.
He is a member of the Party for Democracy.
Undersecretary of Energy: Luis Felipe Ramos
Lawyer in Legal Sciences from the University of Chile and Master in Law with a mention in Constitutional Law from the Catholic University of Valparaíso. He has served as legal chief in the cabinet of the Ministry of Public Works and as legislative coordinator of the Liberal Party Bench in the National Congress. One of his specialties is economic administrative law.
He is a member of the Liberal Party and was its president between 2016 and 2021
