Tokyo will hold an evacuation drill in early November to simulate the capital coming under a ballistic missile attack by North Korea to shake residents out of their complacency in the face of Pyongyang’s repeated provocations.

The exercise will be co-organized by the Metropolitan Government, the Nerima District Government, the Cabinet Secretariat and the Fire and Disaster Management Agency, according to the Metropolitan Government.
About fifty residents of Nerima district and others are expected to participate in the drill scheduled for the morning of November 6, which will begin with an emergency warning through the national early warning system J-Alert on the premise that directs a ballistic missile towards Tokyo.
The exercise will evaluate how information updates are conveyed to residents, as well as how participants evacuate to Nerima station on the Oedo metro line, which has been designated as an emergency evacuation facility. This will be the first drill in a facility of this nature.
“I think some residents would not know what to do if a missile actually flew towards Tokyo,” explained a metropolitan government official in charge of the drill, adding that they are “trying to raise awareness regarding appropriate evacuation activity.” .
Concrete buildings or underground facilities that would offer a minimum of safety from missile explosions have been designated as emergency evacuation facilities. The designation is intended to expand the options available to residents and there is no requirement that evacuees go to such shelters.
The Tokyo Metropolitan Government has already designated 4,258 locations, including the Ginza Kabukiza theater and the complex of office buildings, schools, subway stations and other public and private sites. Officials maintain there are enough facilities to accommodate all Tokyo residents, although there are differences by district.
