Federal President Ignazio Cassis is expecting numerous heads of state in July, including the Ukrainian President, who is threatened by Russia, and British Prime Minister Boris Johnson. The security requirements are according to the “Daily Gazette” enormous.
The conference was scheduled before Russia attacked Ukraine. The program revolved around reforms in Ukraine. The war changed everything. Nevertheless, the event in Lugano is to take place as a donor and reconstruction conference. Western heads of government such as Britain’s Boris Johnson or France’s Emmanuel Macron are now expected – and Volodymyr Zelenskiy. The Ukrainian President is scheduled to speak at the opening on July 4 alongside German President Ignazio Cassis. Whether the Ukrainian President will arrive depends on developments by then and will probably only be decided at the last minute.
However, the federal government is preparing to ensure Zelenski’s safety, the Tagi continues. The authorities in Bern and Ticino are planning an event that requires security measures like no other conference before, say people involved in the largely secret planning. Russia has Zelensky in its sights. In Lugano he might become a target.
The Swiss security authorities – primarily Fedpol, the federal intelligence service and the Ticino canton police – are now taking security precautions for the most difficult case, i.e. for the arrival and presence of the President and several other representatives of the attacked country as well as a number of other prominent politicians of the continent.
