The Czech Republic can hardly compare to the United States, but its gun laws are considered liberal in Europe following replacing restrictions under the totalitarian communist regime that was overthrown in the 1989 Velvet Revolution.
In 2021, Parliament amended the Charter of Fundamental Rights and Freedoms of the Constitution to give people the right to defend themselves or others with a weapon. That measure, adopted following more than 100,000 people signed a petition in support, means the right cannot be limited by a separate law.
In this country of 10.9 million inhabitants, 314,000 people had a license to carry weapons at the end of last year and owned almost a million various weapons.
To obtain a license, people must be Czech residents, be over 21 years old (this does not apply for sports and hunting), be in good health, mentally responsible, trustworthy and have no criminal record. Written and practical tests, including target shooting, are also part of the procedure.
But once a person meets all the requirements, record-keeping authorities do not need to inform police regarding the number of weapons they have, Ales Strach, a senior Prague police officer, said Friday.
Asked at a news conference how the suspect might have had such a number of weapons, Tomas Kubik, deputy police chief, said: “We will have to find out if it is the result of a system failure or human error.”
