A crowd of a few hundred young people, including several minors, turned ugly in the Charlesbourg area on Friday evening, when the police used pepper spray and ran over a young person on a scooter with their car to disperse the crowd.
The Quebec City Police Department (SPVQ) was called several times in the evening to intervene for disorder with a group of teenagers in the Patro de Charlesbourg area.
Due to the size of the crowd, the first officers on scene requested assistance from other patrol officers. Around 8:47 p.m., two other patrol officers went to the scene and observed a crowd of several hundred young people consuming alcoholic beverages and throwing fireworks while others were fighting.
In order to make the premises safe, the police officers on site first arrested a first individual who was contravening a municipal by-law.
“The crowd of young people then decided to surround the patrol vehicle. Insults and various objects will be thrown at this vehicle while patrol officers are inside it,” indicated SPVQ spokesperson Pierre-Olivier Lévesque.
Still according to the SPVQ, a young person decided to directly confront the police by blocking the passage of the patrol vehicle and going so far as to lean his moped on the front of the vehicle.

However, it is possible to see, on several videos available on the networks, that the patrol officers instead rush towards the young person to the point of knocking him and his moped over.
Subsequently, four police officers used force to subdue the 15-year-old, who was placed under arrest for obstructing the work of a peace officer, before being released a little later and returned at their parents place. The patrol officers also peppered numerous young people during the intervention.
The SPVQ carried out dozens of interventions in the evening in connection with gatherings in addition to numerous citizen complaints. Ambulance personnel were also required for cases of intoxication from drinks and other substances.
