The last Thursday, April 28, was the decisive day for the debate to finally take place for the approval of the sixth AFP retreat -of 4 UIT ($18,400), in this case- in the plenary session of the Congress of the Republic. However, none of this happened, but why and when might it be seen in a session of Parliament? Here the details.
Although the proposal has already been approved by the Commission for the Economy, Banking, Finance and Financial Intelligence of Congress, the next thing was for it to be approved during a plenary session so that, finally, the Executive observes or approves the norm. Unfortunately this might never come due to a last minute change. What happened?
WHY WAS THE AFP WITHDRAWAL NOT DISCUSSED?
The opinion was left without the necessary support following the parliamentarian José Williams of Avanza Country He chose to withdraw his signature from the document and it was removed from the agenda. The congressman joined the benches of People’s Force y Alliance for Progress in his decision not to support the measure, although the member of the Legislature explained his reasons later.
According to what he said later, it would be a decision made on the grounds that the draft standard needs further analysis from commissions such as Labor and Constitution to just rise to the plenary. In this way, it remains for the Labor Commission to ignore its responsibility and indicate that the measure is only the responsibility of its counterpart in Economy.

WITHDRAWAL OF UP TO 4 UITs FROM THE AFPs: WHEN COULD IT BE SEEN IN THE PLENARY SESSION?
So, when can it finally be debated in Congress? There will be a plenary session during this week, on Tuesday 3, Wednesday 4 and Thursday 5 May. However, the debate on the regulation has not yet been placed on the agenda of the Parliament’s website because the agreement between committees must first be resolved. If approved, the wait will focus on the observation or not of the Executive for its subsequent publication in El Peruano and, therefore, its entry into force.
