Pilar: Submission of bids for Phase B of coastal defense is valid until September 13

Asuncion, IP Agency.- Bids from companies interested in carrying out Phase B of the Pilar Coastal Defense project, a crucial project for urban development and public health in the city, will be accepted until Friday, September 13.

The Ministry of Public Works and Communications (MOPC) launched a national call for tenders, entitled “Construction of the Storm Sewer and Sewage System and Wastewater Treatment Plant”, published on the website of the National Directorate of Public Procurement with ID No. 453,470, which will continue Phase A, already completed, which provided the city with a comprehensive water control system against flooding.

The project includes the construction of a storm drain network, a sewer network, pumping stations, a Wastewater Treatment Plant (WWTP) and a sub-fluvial outfall.

The technology chosen for the WWTP is based on preliminary treatment, which includes the removal of coarse solids, sand and oily materials, in addition to a chlorination disinfection system.

The interim coordinator of the Coastal Defense and Bridges Project Executive Unit, Víctor Olmedo, is the technical manager of the project.

Impact on quality of life

This initiative, promoted by the Government, will not only significantly improve the sanitary conditions of 34,000 residents of Pilar, but will also prevent flooding and contribute to the sustainable development of the city.

The contract execution period is 24 months, with the possibility of extending it until 2027, subject to budget availability in the next fiscal years.

It is important to highlight that this Phase B is part of a comprehensive plan that includes a future Phase C, which will contemplate the construction of a Coastal Avenue and a Linear Park, thus completing the urban transformation of the capital of the department of Ñeembucú.

The Phase B works – to be started at the end of this year or during the first months of 2025 – are expected to not only improve the quality of life of families, but also boost the economic development of the region through job creation and the improvement of urban infrastructure.

Phase C for the construction of the Costanera Avenue (12 km), in addition to a linear park with lighting and equipment for the entire avenue, is also expected to be put out to tender in 2025.

What Phase B entails
  1. Storm drain network: Includes the construction of 13,738 linear meters of storm sewers.
  2. Sewer network: 136,567 linear meters of sewer drainage pipes will be installed.
  3. Pumping stations: The project includes the construction of 25 pumping stations distributed in the northern and southern areas of the city.
  4. PTAR: A plant with preliminary treatment will be built, specifically designed for the needs of Pilar.
  5. Subfluvial outfall: A discharge system will be installed approximately 300 meters from the left bank of the Paraguay River, using technology that allows for significant dilution and reduces environmental impact.
