In April, the platform for the submission of applications for the new program of the Ministry of Environment and Energy “Photovoltaics on the Roof” will be opened.
Beneficiaries of the program are households and farmers who will be able to install their own small photovoltaic, combined with a storage system (battery).
The total budget of the program is 200 million euros and the subsidy of the photovoltaic system reaches up to 75% for households and 60% for farmers. The total subsidy of the photovoltaic system with battery can reach up to 16 thousand. euros for households and 10 thousand euros for farmers.
Beneficiaries of the program will be able to see savings on their electricity bills of up to 3 thousand. euros per year.
Special care is taken for vulnerable households with the allocation of 35 million euros exclusively for them, while a special bonus of 10% is foreseen for people with disabilities (PWD), single parents and families with many children.
The program guide is pre-published today, Thursday, March 23 on the website of ypen.gov.gr/fotovoltaika-sti-stegi/.
The Minister of Environment and Energy, Kostas Skrekas, made the following statement:
“With the new “Photovoltaics on the Roof” program, thousands of households and farmers will be able to become energy independent, producing and storing their own green energy. By doing so, they will reduce your electricity bills and limit your greenhouse gas emissions.
In particular, with the subsidy for farmers, we support in practice the Greek region, the competitiveness of the primary sector, so that our farmers can stay in their crops and in their fields, in terms of development.
For the Government, energy democracy is not an abstract concept. It is a need that is being met, ensuring socially just access for citizens to the green transition. We guarantee affordable, safe and sustainable energy for all citizens”.
Features of the Program
A basic condition for submitting an application is that the applicant has already concluded a Connection Agreement with DEDDIE but that the photovoltaic station has not been connected.
Each natural person can submit a single application, for a single residence – main or secondary – which has an active domestic electricity supply. Farmers can submit one application for their residence and only one application for agricultural electricity supply.
The photovoltaic station can be placed on the roof or roof of a building (which also includes canopies, terraces, facades, shade and pergolas), in auxiliary areas of the building or agricultural land (e.g. warehouses and parking areas), or in terrain.
The total budget of the program, amounting to 200 million euros, from the resources of the Recovery and Resilience Fund, is divided into four categories:
1. Exclusively for vulnerable households: 35 million euro.
2. Exclusively for citizens with individual income 3. Exclusively for citizens with individual income > €20,000 or family income > €40,000: 50 mil. euro.
4. Exclusively for professional farmers or special status farmers: 30 million. euro.
The Program will remain “open” until the available resources per category are exhausted.
The aim of the program is to fully cover the cost of the battery and the development and installation costs of the photovoltaic system. For the first two categories, the battery subsidy is 100%, while for the third and fourth categories it is 90%.
Households will be obliged to install a photovoltaic station with a battery, while farmers are given the option of installing a photovoltaic station with or without a battery.
The maximum installed power of the photovoltaic plant to be subsidized is set at 10.8kW. Accordingly, regarding the battery, the maximum subsidy is set at 10.8kWh.
The battery should be able to supply the power of the RES station for at least one hour.
Applications will be submitted quickly, without hassle and complicated paperwork, through the DEDDIE online platform and using the TAXISNET codes.
The pre-post will remain posted until Wednesday, March 29, 2023.
Grant type and amount
As stated in the Guide, the Program subsidizes a percentage (%) of the cost of the photovoltaic plant and the storage system, subject to the maximum grant amounts for the photovoltaic plant and the storage system, as specified in the following tables:

**Interview with Minister of Environment and Energy, Kostas Skrekas, on the “Photovoltaics on the Roof” Program**
**Editor:** Thank you for joining us today, Minister Skrekas. We’re excited to hear more about the upcoming “Photovoltaics on the Roof” program. Can you explain the main objective of this initiative?
**Minister Skrekas:** Thank you for having me. The main objective of the “Photovoltaics on the Roof” program is to empower households and farmers to become energy independent by producing and storing their own green energy. This initiative not only aims to significantly reduce their electricity costs but also to contribute to environmental sustainability by decreasing greenhouse gas emissions.
**Editor:** That sounds promising, especially for those struggling with energy bills. Could you provide some details about the financial support available under this program?
**Minister Skrekas:** Absolutely. The program has a total budget of 200 million euros, and it offers substantial subsidies—up to 75% for households and 60% for farmers. In practical terms, this means that households could receive subsidies of up to 16,000 euros for installing a photovoltaic system with a storage battery, while farmers could receive up to 10,000 euros. Additionally, beneficiaries can save up to 3,000 euros annually on their electricity bills.
**Editor:** What special provisions are in place for vulnerable households?
**Minister Skrekas:** We have allocated 35 million euros specifically for vulnerable households to ensure they also benefit from this program. Moreover, there’s an additional 10% bonus available for people with disabilities, single parents, and families with many children. Our aim is to ensure equitable access to renewable energy for all citizens, especially those in need.
**Editor:** That’s great to hear. Can you briefly explain the application process for interested individuals?
**Minister Skrekas:** Certainly! To apply, individuals must have already signed a Connection Agreement with DEDDIE, even if their photovoltaic installations are not yet connected. Each applicant can submit one application per residence, and farmers can apply for both their home and agricultural operations. The program will remain open until the funds are exhausted, so we encourage everyone to take advantage of this opportunity.
**Editor:** Lastly, what message do you want to convey to the public as this program launches?
**Minister Skrekas:** I want citizens to know that this program is a significant step towards energy democracy and sustainable living. We are committed to providing affordable, safe, and sustainable energy solutions that not only improve quality of life but also support our economy and environment. Together, we can make a positive change for our communities and the planet.
**Editor:** Thank you, Minister Skrekas, for sharing these important insights. We look forward to seeing the impact of this program!
**Minister Skrekas:** Thank you for having me. Let’s work together towards a greener future.
