Philippines Sees E-Wallet Frenzy as CFE and Bartlett Unleash P1-Billion Innovation Push

MEXICO CITY.- The Federal Electricity Commission (CFE), headed by Manuel Bartlettspent just over a billion pesos during the six-year term Andrés Manuel López Obrador…in electronic wallets Liverpool.

An investigation of EMEEQUIS revealed a total of 93 contracts between the department store and the CFE from 2019 to 2024 for the acquisition of electronic wallets.

CFE buys millionaire electronic wallets

Between 2019 and 2024, CFE spent 1,70 million pesos on electronic wallets for the well-known department store.

In 2019, it assigned two contracts for one million 222 thousand pesos, the least expensive of all.

Each year starting in 2019, spending increased.

In 2020, a single contract was awarded for eight million 939 thousand, the following year the cost and number of contracts skyrocketed, reaching 334 million pesos in 14 contracts.

For 2022, 25 contracts were delivered for a total of 355 million pesos and 21 contracts for 171 million pesos in 2023.

This 2024, the last year of the mandate of AMLO and beginning of the administration of Claudia SHeinbaum, 20 contracts totaling 198 million pesos were delivered.

23 of the 93 contracts were by public bidding, three by invitation to three people, one by direct award and the others under the “Other” method, which were closed CFE calls.

This is revealed by the data obtained through the National Transparency Platform.

As stipulated in the contracts, the purchase concept for which CFE spent 1,070 million are electronic wallets delivered to the parastatal’s staff for the purchase of clothing and uniforms.

“Under the concept ‘work clothes for office staff’, within these electronic cards for Bajío staff, a thousand wallets were delivered with a balance in which the CFE paid Liverpool 14,393 pesos for the wallet.”

In addition, “their employees received a “bonus” with which they were able to buy 16,285 pesos in their wallet at the store,” the report says.

Second Bartlett purchasing scandal

Bartlett’s millionaire spending on department stores was already the subject of controversy in 2022, the year in which the largest number of contracts were signed with Liverpool.

Jorge García Orozco revealed that in the last three and a half years CFE spent 700 million pesos on electronic purses from the same store to buy clothes for its workers.
