President Gustavo Petro made some clarifications regarding his proposal to convene a National Constituent Assembly in Colombia, as a first instance, he made it clear that he does not intend to change the 1991 constitution or remain in power.

The first president expressed that during the more than three decades that have passed since 1991 “the constituted powers were penetrated by a regime of unpunished and de facto corruption and by a paramilitary governance that replaced the social rule of law and murdered more than 100,000 Colombians. ”.
Eight points that would come with the National Constituent Assembly:
1. Compliance with the peace agreement, which would come with three axes: an agrarian reform, the inclusion of the openly excluded territory and population, and the truth as an axis of justice.
“The State failed to comply with the peace agreement and society must enforce it.” Petro said.
2.Guarantee in the short term the basic conditions of existence for the entire Colombian population: Drinking water, health, and income for the older population.
3. Recover the objectives of the 1991 constitution, counter-reformed, in terms of prioritizing public education and agrarian reform.
4. Constitutionalize the fight once morest climate change and the decarbonization of the economy.
5. Guarantee that monetary policy, maintaining the independence of the Bank of the Republic, prioritizes employment and production.
6. Comply with the order of the Constitution to carry out a territorial reorganization that the constituted powers, that is, Congress, did not comply with because their electoral base depends on the current territorial ordering, which is that of the Constitution of 1886. The territorial ordering is imperative to do around the water, as a structuring criterion we propose to guarantee the autonomous region, but with a strong process of inclusion with the forgotten territories that compensates for the current and aberrant territorial inequality.
7. Separate politics from private financing.
8. During these 30 years, justice was reformed to build a justice system based on punitive and politicized revenge that ended up covering up major crimes and distanced itself from citizens. We propose to lead the judicial system towards obtaining the truth to seek reparation for the victims and achieve social reconciliation as the ultimate goal as the end point of the era of violence. The truth is the prelude to all reconciliation and forgiveness.
The constituent process called is neither to change the constitution of ’91, nor to perpetuate myself in power.

Finally, the president invited the people to decide and express themselves, “we propose the constitution of municipal coordinators of popular forces that unleash the organization and general mobilization of citizens.”
