Bulgaria is on the cusp of a historic conversion in its electricity market. Starting January 1, 2026, consumers will finally have the power too choose their electricity supplier, marking a important shift from the previously regulated landscape.

“When it will start is entirely in the hands of the National Portrayal,” stated Energy Minister Zhecho Stankov on bTV, “but I want to assure all Bulgarian citizens that any of the scenarios is accepted – weather in the middle of the year there is a transitional period or delayed in time, the state energy company is ready to keep the households on the high electricity prices in any way.”

To ensure a smooth transition and mitigate potential price shocks, the government has implemented a robust compensation mechanism. If liberalization begins on July 1, 2026, and a household experiences a surge in their electricity bill – for example, from a previously settled BGN 150 to BGN 400 – a separate credit line of BGN 250 will be applied, effectively stabilizing their bill.

Recalling the recent power outages that plunged central and northern Bulgaria into darkness during the holiday season, Minister Stankov announced compensation measures for affected households. “Regrettably, there is no way to bring the time back, but what we did as an action, the funds provided by the state within 2 million and 200 thousand – to find the fastest possible way to reach people,” he explained. This compensation, equivalent to BGN 30 for each 24 hours of outage and an additional BGN 20 for every block of 12 hours, will be deducted from electricity bills starting February 25, 2024.

Facing the ongoing challenge of soaring electricity prices, the government has extended the business compensation program for three months. Minister Stankov emphasized that the funds for this program originate from state-owned energy companies, streamlining the process. “Not only do we guarantee their competitiveness and tens of thousands of energy-intensive businesses, but we also encourage them to raise salaries with those resources they save,” he assured.

Responding to calls for a permanent solution to this issue, Minister Stankov expressed his support for a national mechanism to compensate businesses for high electricity prices, but with certain conditions. “I support it, of course, but we have to take into account which strategic sectors are. There is no way to continue to give a cap, everyone. We need to determine which are these industries and direct this assistance to them,” he stated.
