Personal Number: What it is and when it will be implemented – The changes for the new identities – 2024-07-05 22:08:49

The Personal Number comes into effect, as the relevant Presidential Decree is expected within the next week.

“We are done with the Council of State now. This decision of the CoE becomes a Presidential Decree. I believe that next week the Presidential Decree will have come out, but at the same time, together with services that are on the front line and serve citizens, we are planning for the next day. The first and self-evident is how we will be able to correct the state registers.

There are too many cases, in AADE alone they tell us that they have regarding 300,000 cases a year where they are forced to correct citizens’ data. This is now ending because we have a central registry, the Citizen Registry, a registry that belongs to the Ministry of the Interior obviously and this will now be the basis for all services,” said the Minister of Digital Governance, Dimitris Papastergiou in the First Program.

The MyInfo platform is live

“A platform called MyInfo is going live, where citizens will be able to log in and get their personal number. What else will they see over there? If there is this mismatch in the way they write something, their surname, first name, date of birth, they will get a screen saying, in the civil register you look like this, in the Police register you look different. We should correct these items.

During this period, according to the minister, how the introduction of the Personal Number will proceed is now better organized. “Because it is a very big procedural change for the Greek government, we want this to come out right now and for this Personal Number to come and solve problems of daily madness that too many Greek citizens have experienced in the Greek public administration,” he pointed out.

What is a Personal Number?

Explaining what the Personal Number will consist of, he said that in essence it is three alphanumeric digits and our Tax Identification Number. “From the three alphanumerics, the common letters of the Greek and Latin alphabet and numbers, I can put in a personal alpha, beta number and the third digit is created by itself and is actually called a checkdigit and is what verifies the correctness of the number. It’s a very simple way. And the most magical thing is that by the time we get to that point, we have made sure that the Greek public now knows who we are and any mistakes have been corrected,” he added.

“The next day is, following we fix the registers and we can this first semester, time to settle with its operation, from then on, when a child is born to get his personal number and from behind, let’s leave the procedures that they will probably also create the AMKA and the VAT number. But these will now be internal numbers which will be in the registers of each service and will not concern the citizen. The citizen should know and use only his personal number” added Mr. Papastergiou.

New appointment system for issuing a new ID

We should correct these items. Obviously, if it’s wrong, the last name can’t be corrected by the computer. He will have to visit a registry office only once, if there is such a serious issue, to make this correction and from then on we can guarantee that whenever he changes his identity, whenever he changes his passport, he will have no problem because these changes will be made on the same day and the entire public will be informed horizontally regarding any such change” added Mr. Papastergiou.

New appointment system for issuing a new ID

As far as the new IDs are concerned, the system is progressing normally, according to the minister, however a much larger movement is expected from the time the Personal Number is issued. “At the same time, we have prepared a new system to facilitate the operation of the police, a system for appointments. So all this will start in parallel with the introduction of the Personal number. A little patience,” said Mr. Papastergiou.

“We are building a digital state through our mobile to be able to find solutions and we always keep a line that can be KEPs for people who do not have a good knowledge of technology. This is our main concern. Let’s not exclude anyone from the state, from a digital state, because there are always people who cannot have such good knowledge” the minister then said, noting that there are pockets of bureaucracy in the public administration that come from laws of times without computing systems, almost a century ago. “So we are now canceling these and saying it goes without saying that when I make an application from the State, you don’t need to ask me to prove who I am, what my family situation is. That’s where my data is. You have them in the Civil Registry, with my permission, take them and do your job. Well, you will see this very, very soon,” said Mr. Papastergiou.

What he said regarding the platform for gross plots

As regards the platform for the gross plots, Mr. Papastergiou, said that “there was grumbling”, which also in measurements showed that it might have influenced even the electoral result of the European elections. However, he referred to the result, the minister, “that we mobilized all of us”.

“Therefore, a reasonable concern was created as to whether we are ultimately consistent with the obligations we have towards society in relation to properties,” the minister pointed out, noting that 553,158 total statements and 4,253 total complaints have been made.

“It’s a great number. We should probably see fixes. The competent minister, Theodoros Skylakakis, also said this regarding the plots near forests. This year is a year that we are running to finally see how this thing can work” he said, while talking regarding recent fires that were controlled, even with 7 Beaufort, because on the one hand there is a very early diagnosis of the fire, so the forces rush there and at the same time because for the first time the plots are clean.

For the MyCoast app and 112

Regarding the MyCoast application, which arose out of the need expressed by the well-known “towel movement”, according to Mr. Papastergiou, one of the most popular applications of the Greek public. “Citizens take it down and go to the beaches to see if the spot where they are and see sunbeds is legally occupied or not. But also businessmen, knowing that we can now control this, are much more careful. About 9000 complaints have been filed. Probably not all of them are valid complaints, but nevertheless we have now entered another normality. (…) To preserve a very fundamental right which is the free access of citizens to the coasts” said Mr. Papastergiou in this regard.

The minister also referred to the citizens’ early notification system, 112, for which a very large upgrade program is underway, providing it with a completely new equipment so that now for the next ten years we can be safe and have a 112 which can meet the needs of the country.
